What The Role Is
The successful candidate will join VITAL's Digitalisation Services team and will be responsible for leading a team in the digitisation, digitalisation, and maintenance of Personnel files (Pfile) for Ministries, Organs of State, and Statutory Board agencies. Candidate will be a key member of P-file project team looking at ops-tech, process, and policy matters. Additionally, the candidate will serve as a key point of contact for day-to-day Pfile-related matters for assigned agencies.
Key Responsibilities
- Manage a team to digitise and maintain Personnel files for various government entities.
- Act as a primary contact for Pfile-related matters for assigned agencies.
- Drive process improvement initiatives to enhance policy-ops-tech workflow efficiency.
- Lead process improvement, data analytics, and process automation projects to support the team's objectives.
What You Will Be Working On
- Manage a team of VITAL staff, including external manpower resources, for the digitisation and digitalisation of processed Pfiles.
- Investigate electronic Personnel files (ePfile) related issues raised by the team.
- Act as one of the main contact points with System Vendors and agency partners such as Ministries, Organs of State, and Statutory Boards.
- Assess and review standard operating procedures.
- Identify potential process improvement, data analytics, and process automation projects to enhance the team's operational efficiency.
- Enhance policy-ops-tech integration via collaboration with external agencies, cross-functional teams to ensure alignment and coordination of digitisation efforts with other departments or initiatives.
- Monitor and report on key performance indicators (KPIs) related to digitisation and digitalisation output.
- Represent the Digitalisation Services team in meetings, presentations, and discussions with different stakeholders.
- Participate in User Acceptance Testing (UAT) and verify system ticket resolutions.
- Provide guidance and input in workforce planning and resourcing.
- Advise and resolve complex employee relations issues, improve work relationships and morale, and attract and retain valued employees.
- Foster a culture of continuous improvement and innovation within the team.
- Identify training needs for the team.
- Undertake any other duties or projects as assigned.
What We Are Looking For
- Experience in process automation is also preferred.
- Able to appreciate both Operations and Systems perspectives in managing digitising and digitalizing of Pfiles.
- Able to propose and drive policy-ops-tech integration in work processes.
- Able to work collaboratively and effectively engage with and influence stakeholders.
- Strong interpersonal skills with political sensitivity and situational awareness.
- Familiarity with government HR systems (e.g. HRP and Cumulus) and government policies will have an added advantage.
