Job Description

Job Summary

The Senior Safety Officer ensures compliance with WSH regulations across FME operations by implementing safety systems, conducting audits, and maintaining policies. The role includes incident investigation, driving safety improvements, supporting audits, and managing safety programmes, training, and permit-to-work processes.

Job Responsibilities

  • Perform the duties of a Registered Workplace Safety and Health Officer (WSHO) to ensure FME operations are carried out in accordance with the WSH Act and its subsidiary legislative requirements.
  • Liaise with the Authorities and RWS Corporate Safety on FME safety related matters.
  • Develop and put in place a WSH management System to effectively manage the workplace safety and health standards.
  • Conduct regular audit and inspection of documents, equipment, work tools and premises to ensure they are properly maintained and in compliance with WSH standards and requirements.
  • Conduct regular review of documents, including policies, SOPs and work instructions to ensure they remain up-to-date and relevant, and implement changes where applicable.
  • Conduct investigation into all WSH related incidents to identify root cause and implement necessary measures to mitigate or eliminate the hazard.
  • Regularly review incident trends to evaluate effectiveness of existing safety measures and make recommendations for improvements.
  • Perform the role as secretary for WSH working committee to arrange and coordinate monthly WSH Working Committee Meeting, including preparation of presentation slides for WSH Working Committee Meeting and FME Monthly Operation Meeting.
  • Support ISO 45K and Bizsafe 3 Risk Management Audit, including preparation of necessary documents to facilitate audit.
  • Drive and coordinate WSH programme.
  • Perform regular safety training gap analysis to identify FME safety training needs.
  • Develop and manage FME safety training plans.
  • Manage the conduct of Security & Safety Induction Course for TMs and contractors, including schedule planning, materials/slides preparations and conduct of the briefing.
  • Review Access Permit Application/ PTW submission by staff and appointed contractors to ensure adequate safety measures are in place before works are being carried out.

Required Qualifications

  • Diploma/A Level holders with relevant safety-related certificates
  • bizSAFE Level 2 certified
  • Minimum 5 years experience in workplace safety management

Required Skills

  • Possess good knowledge of Ministry of Manpower Regulations on workplace safety
  • Possess good knowledge of safety industry standards, workplace safety requirements and best practices.
  • Possess good organizational communication and collaboration skills
  • Able to work with minimal supervision
  • Proficiency in Microsoft 365 applications
