Job Description

The Senior Risk Manager is a key role, providing support to the Chief Risk Officer (CRO) in leading the risk function and shaping the organization's risk agenda. This role carries broad responsibilities across the risk landscape at the enterprise level, with a substantive focus on non-financial risks within a general insurance context. The Senior Risk Manager provides independent oversight, expert guidance and constructive challenge to the business, ensuring that risk management is effective, forward-looking and embedded into decision-making, strategy execution and change initiatives.

Responsibilities:

  • Support the CRO in driving all relevant risk management activities across the organization, proactively contribute to Group and local risk initiatives.
  • Act as trusted business partner / enabler by providing risk insights and expert guidance as well as challenge to support balanced and informed risk-decision making.
  • Support the implementation of risk strategies, ensuring embedment and alignment to the Group Risk Operating Model, and enhancements of all key components of the Risk Management framework.
  • Support the CRO to drive the design, implementation and continuous enhancement of Risk Management System, ensuring it remains fit for purpose and aligned to the risk strategy and regulatory expectations.
  • Support the effective operation and evolution of the risk governance framework, ensuring clear articulation of roles, responsibilities, accountability for risk ownership and escalation pathways.
  • Support the maintenance and management of the risk appetite framework, including the development of risk tolerances and limits, monitoring of exposures and escalation of breaches.
  • Contribute to and perform risk studies, risk analysis, thematic reviews and risk deep-dives as required, advising management and Board on key risk exposures and emerging issues.
  • Contribute to the Own Risk and Solvency Assessment (ORSA) process and related risk analyses (including risk profile / risk driver assessment, capital adequacy via scenario and stress test definitions and results, qualitative assessments), as well as the ORSA documentation and reporting.
  • Drive the risk and control self-assessment process. Facilitate structured discussions and provide effective challenge, ensuring appropriate identification, assessment and ownership of risks and controls across all business functions.
  • Support the development and ongoing enhancement of the entity's operational resilience, business continuity and crisis management capabilities, including mapping core business services, identifying vulnerabilities and dependencies, and contribute to impact tolerance setting.
  • Oversee the operational risk aspects of third-party risk management, conduct risk assessments of material / core service providers, and ensure contingency arrangements are in place.
  • Manage the operational risk event and loss data collection process, ensuring timely capture, root cause analysis, escalation and reporting of material risk events in line with internal policies.
  • Investigate material operational risk events, produce / contribute to root-cause analysis reports with clearly articulated findings, lessons learned, and actionable remediation plans.
  • Oversee, track and report on risk-related findings (arising from risk incidents, audits, or inspections), and remedial actions, ensuring timely and evidence-based closure.
  • Perform trend analysis to identify emerging issues, control weaknesses and opportunities for enhancements.
  • Support the identification, assessment and monitoring of emerging risks and trends, ensuring timely identification and consideration.
  • Maintain a strong understanding of relevant risk-related regulatory requirements and developments, perform gap analysis against new / revised regulations, and support implementation of management actions to ensure adherence to regulations.
  • Support regulatory engagements on risk-related matters, including the preparation of regulatory submissions, supervisory reviews, responses to supervisory inquiries and surveys.
  • Engage with internal and external risk audit activities and inspections, providing subject matter expertise, documentation, and management responses as required.
  • Support the CRO in risk and solvency reporting, internally to management and the Board, as well as externally to regulators / relevant authorities.
  • Champion a positive risk culture across the organisation by promoting risk awareness, supporting risk training initiatives, promoting accountability and encouraging transparent risk reporting.
  • Lead the risk culture assessment process, identify opportunities for improvement and develop and oversee the delivery of action plans.
  • Contribute to cross-functional projects, change initiatives and transformation programs, providing second-line risk oversight and ensuring risk implications are appropriately assessed and managed.
  • Establish and maintain strong collaborative relationships with stakeholders / heads of functions and their management team through proactive and effective management.
  • Provide leadership, direction and people management for the Risk team, building technical capability and fostering a high‑performing and collaborative risk function.
  • Demonstrate behavior at all times in line with the Liberty core values and risk value proposition.
  • Perform other relevant duties or as assigned by the CRO.

Experience & Skills

  • Tertiary qualifications in Economics, Finance, Business or related discipline
  • Minimum 10 years of relevant experience in risk management within General (non-Life) Insurance or regulated financial institutions.
  • Deep understanding of enterprise and operational risk concepts, audit and governance principles, with the ability to apply sound business judgement within a P&C general insurance context.
  • Proven knowledge of industry processes and regulatory framework, particularly the Monetary Authority of Singapore regulations.
  • Experience in technology risk management, including familiarity with IT risk frameworks, cyber risk assessment, or digital transformation risk oversight, would be considered an advantage.
  • Strong business, financial and market acumen, with ability to evaluate risk implications across strategy, profitability, capital and growth.
  • Strategic mindset combined with hands-on leadership capability; able to translate strategy into pragmatic risk oversight and execution.
  • Strong analytical and problem-solving and critical-thinking skills; adaptive, pragmatic and solutions-oriented.
  • Demonstrated ability to drive results, follow-through with actions, and maintain momentum across multiple priorities and initiatives.
  • Strong working knowledge of PC based systems and tools (e.g. Microsoft Outlook, Word, Excel, PowerPoint, Teams and relevant risk or database systems)
