The Senior Resource Manager is responsible for workforce planning, resource allocation, and utilization management to support effective project delivery and organisational objectives. The role ensures optimal deployment of resources based on skills, availability, and project demand, while supporting employee engagement, development, and retention.
This position works closely with project leadership, business operations, finance, and human resources teams to align workforce capacity with current and future project requirements.
Mandarin proficiency (spoken and written) is mandatory to support business and operational needs.
Allocate resources to projects based on skills, experience, availability, and project requirements.
Monitor project activities and adjust resource assignments to meet changing demands.
Identify and resolve resource conflicts in a timely manner.
Support project leadership on resource-related issues and improvement initiatives.
Conduct capacity planning to support ongoing and upcoming projects.
Monitor workload distribution, utilisation rates, and overtime levels.
Address resource gaps through reallocation, additional staffing, or alternative resourcing approaches.
Escalate resourcing risks that may impact project delivery timelines or service levels.
Maintain visibility of current projects, future pipeline, and business development activities.
Align workforce planning with organisational growth and demand forecasts.
Manage graduate and early-career resource programmes.
Support initiatives related to employee engagement, development, and retention.
Collaborate with business operations, finance, and human resources teams on:
Hiring and manpower planning
Project-based incentives and workforce costs
Organisation-wide workforce initiatives
Act as a point of contact for workforce planning matters with senior stakeholders.
Develop and maintain standard operating procedures related to resource management.
Prepare and manage regular reporting, including:
Weekly utilisation reports
Monthly workforce dashboards
Annual workforce planning reports
Proven experience in resource management, preferably within a systems integrator, IT consulting, or project-based environment.
Experience managing workforce utilisation and supporting employee engagement initiatives.
Ability to manage multiple priorities in a structured and fast-paced environment.
Understanding of project management methodologies.
Knowledge of resource allocation and capacity planning practices.
Familiarity with human resource principles and workforce planning processes.
Strong analytical and forecasting capabilities.
Effective problem-solving and decision-making skills.
Strong communication, interpersonal, and stakeholder management abilities.
Proficiency in resource management tools and reporting platforms.
Bachelor's degree in Business Administration, Human Resources, or a related discipline.
