What The Role Is

The Institute of Leadership and Organisation Development (ILOD) is CSC's centre of excellence for leadership and organisational development. Researchers within ILOD conduct research in the areas of talent assessment, leadership/leadership development, and organisation development and organisation effectiveness, to inform professional practice as well as be relevant to the business needs of ILOD and CSC in developing talent, leadership, teams and organisations in the Public Service.

As a Senior Researcher, you will independently lead and deliver research projects, managing resources and timelines to meet project objectives. This includes engaging with internal and external stakeholders as needed throughout the research process. You will also design and execute outreach efforts targeted at a range of public service audiences, translating research findings into clear, actionable insights that can inform practice and policy within and beyond ILOD. Through this work, you will contribute to strengthening ILOD's and CSC's thought leadership in the areas of talent assessment, leadership and leadership development, and organisation development.

What You Will Be Working On

  • Work collaboratively with internal and external partners, stakeholders and clients (including business users, practitioners, and research sponsors) to define, scope and implement relevant research projects
  • Design research projects with clear research questions that address current and emerging needs and priorities of the Public Service, supported by feasible and rigorous data collection methods
  • Analyse and interpret both quantitative and qualitative data using appropriate classical and modern statistical techniques, and draw out the implications of findings within the context of the Singapore Public Service
  • Communicate research findings and actionable insights across various platforms, including written reports and sharing sessions, tailoring the delivery to a range of audiences from technical colleagues to non-technical public officers and leaders at all levels
  • Translate research insights into learning products that support capability development of public officers

What We Are Looking For

We are looking for a researcher with at least 3 to 5 years of relevant working experience in applied research in the areas of talent assessment, leadership development or organisation development. Familiarity with learning design, or experience in leadership development initiatives or organisation-level initiatives on change, employee engagement, and organisation development would be an advantage.

  • Research Competencies: Demonstrates the ability to effectively scope research to address relevant problems, needs or gaps, and proposes sound research designs to guide data collection, analysis, and hypothesis testing. Applies appropriate qualitative and/or quantitative methods to uncover patterns, examine assumptions, and develop actionable recommendations. Communicates findings clearly and effectively through a variety of written formats and presentations, tailoring content and delivery to different audiences and platforms. Translates research insights into digital and physical content that is user-friendly and relevant to a range of stakeholders.
  • Improving and Innovating Continuously: Demonstrates drive to continuously improve existing work and pursue bold, innovative approaches that lead to significantly better outcomes. Approaches work with genuine curiosity, proactively generating new ideas and taking concrete steps to experiment and test them, while putting in place appropriate measures to manage associated risks. Delivers work that is both timely and impactful.
  • Working Effectively with Stakeholders and as One Public Service: Demonstrates the ability to connect research objectives and findings to the interests and needs of stakeholders, CSC's strategic priorities, and broader whole-of-government outcomes. Thinks and acts beyond the immediate interests of the team or department, consistently keeping the bigger picture in view. Collaborates effectively across teams, institutes, and agencies to create greater value for CSC and the wider Public Service.
