Role Overview
We are seeking an experienced and commercially driven Senior / Quantity Surveyor (Tender) to manage the full pre-contract and tendering process for construction projects. The ideal candidate will bring strong technical expertise in cost estimation, contract administration, and tender management, with a thorough understanding of Singapore's construction contracting landscape.
Key Responsibilities
Monitor and track project tender opportunities across platforms such as Sesami and GeBIZ, ensuring no viable opportunities are missed
Develop comprehensive proposals in response to Requests for Proposals (RFP), Requests for Quotations (RFQ), and open tenders, ensuring all submissions are completed accurately and within stipulated deadlines
Carry out quantity measurements and detailed cost estimations within project timelines to support competitive and accurate tender pricing
Evaluate tender quotations received from subcontractors and suppliers, and provide recommendations for awards based on commercial and technical merit
Support cost budgeting activities, monitor design and construction changes, and update cost projections to reflect the latest project developments
Review, draft, and finalise contracts and agreements for subcontractors and suppliers in accordance with project and company requirements
Certify and assess construction progress, administer contract variations, and prepare and submit monthly progress claims in a timely manner
Ensure all contract administration activities are carried out in full compliance with SIA and REDAS Forms of Contract and the Security of Payment Act (SOP Act)
Requirements
Diploma or Bachelor's degree in Quantity Surveying, Building, or a related discipline
Minimum 3 to 5 years of relevant experience in pre-contract quantity surveying or tendering roles on the contractor side
Prior experience in building construction projects
Strong working knowledge of SIA and REDAS Forms of Contract, the SOP Act, tendering procedures, and contract administration practices
Proficient in quantity measurement, cost estimation, and the preparation of tender documentation
Experienced in monitoring tender platforms such as Sesami and GeBIZ
Familiar with progress claim procedures, variation management, and subcontract administration
Excellent analytical and problem-solving skills with strong attention to detail
Good written and verbal communication skills, with the ability to engage effectively with clients, subcontractors, suppliers, and internal teams
Well-organised with the ability to manage multiple tenders and deadlines concurrently
A proactive and reliable team player who can also work independently under pressure
