Job Summary
You will prepare detailed cost estimates and tender documentation for demolition and earthworks projects. You will conduct site investigations, analyse project requirements, manage contract documentation, monitor budgets, and liaise with stakeholders to ensure financial compliance and project success.
Responsibilities
- Prepare detailed cost estimates and tender documentation for demolition, earthworks, and reinstatement projects of varying scales and complexity to support competitive bidding
- Conduct thorough site investigations and measurements to produce accurate cost assessments and project valuations
- Analyse specifications, drawings, and project requirements to calculate material quantities, plant utilisation, disposal costs, and labour costs for precise budgeting
- Manage contract documentation including terms, conditions, and variations to ensure compliance with financial and contractual obligations
- Monitor project budgets and expenditures, and prepare regular financial reports for senior management and clients to track project financial health
- Liaise effectively with main contractors, consultants, sub-contractors, and suppliers to gather information and resolve cost-related queries promptly
- Prepare monthly progress claims, interim valuations, and final accounts to facilitate project completion and financial settlement
- Prepare and negotiate Variation Orders (VOs) with main contractor Quantity Surveyors to manage contract changes and cost implications
- Identify cost-saving opportunities and recommend value engineering solutions that maintain quality and safety standards
- Maintain accurate records of all costs, variations, and contractual amendments throughout the project lifecycle for audit and reporting purposes
Preferred competencies and qualifications
- Demolition and/or earthworks Quantity Surveying experience
- Minimum 5 years of Quantity Surveying experience in Singapore on the contractor side
- Formal qualification in Quantity Surveying, Civil Engineering, Construction Management, or related construction discipline (degree or diploma)
- Working knowledge of PSSCOC, Security of Payment Act (SOPA), and BCA regulatory processes
- Proficiency in construction estimating and take-off software such as Bluebeam Revu or PlanSwift, plus advanced Microsoft Excel skills
- Excellent numerical and analytical abilities with meticulous attention to detail
- Proven ability to manage multiple tenders and projects simultaneously while maintaining accuracy and meeting deadlines
- Strong communication and interpersonal skills to liaise effectively with main contractors, consultants, and sub-contractors
- Experience in preparing tender documents and cost plans for competitive bidding processes
- Knowledge of building regulations, WSH requirements, NEA disposal requirements, and cost implications
- Professional membership with a recognised body such as RICS or equivalent local qualification is advantageous but not required
