Our client is a long-standing and respected independent QS and Cost Consultancy with over 30 years of continuous practice, headquartered in Singapore with regional operations extending across Malaysia and the broader APAC region. Since their establishment in 1991, they have built an impressive track record across all sectors of the built environment, from landmark luxury hotels and award-winning commercial developments, to residential, retail, hospitality, institutional, and high-end interior fit-out projects. Their portfolio includes BCA Green Mark Platinum and Construction Excellence award-winning projects, as well as internationally recognised developments across Singapore, Malaysia, Thailand, Cambodia, Taiwan, and China.

The practice prides itself on delivering hands-on, commercially driven quantity surveying, construction cost and contract consulting services, ensuring clients consistently achieve maximum value for money. As the business continues to grow in Singapore, they are seeking an experienced and motivated Senior Quantity Surveyor to join their team and take a lead role across key project commissions.

ABOUT THE ROLE:

This is a client-facing, technically demanding position that places you at the heart of the consultancy's project delivery. As Senior QS, you will serve as the primary point of contact for clients across multiple simultaneous commissions, providing authoritative cost advice and contract management from early feasibility through to final account settlement. You will lead procurement exercises, prepare and administer contract documentation, and mentor junior members of the team. The successful candidate will be commercially astute, independently driven, and equally comfortable in front of clients as they are in the detail of a cost plan or tender analysis.

KEY RESPONSIBILITIES:

  • Take overall responsibility for the quantity surveying, cost and contract management of assigned project commissions across all stages - from inception through to post-contract close-out
  • Provide feasibility studies and early cost advice to clients, including order of magnitude estimates, benchmarking, and elemental cost analysis
  • Prepare detailed Cost Estimates and Cost Plans at all project stages, ensuring alignment with client brief, design intent, and budget parameters
  • Lead and facilitate value management and value engineering exercises to optimise project costs without compromising quality or design integrity
  • Advise clients on and manage the overall procurement strategy and process - including market testing, contractor selection methodology, and tender approach
  • Prepare comprehensive tender and contract documentation, including Bills of Quantities, Specifications, Preliminaries, and contract conditions
  • Evaluate tenders received, undertake detailed commercial analysis, prepare tender reports, and present clear, well-reasoned recommendations to clients
  • Carry out accurate measurement and taking-off of quantities, and quantification of works executed for interim valuations and progress claims
  • Administer progress payment valuations, assess and negotiate variations, and manage the final account process through to agreement and settlement
  • Attend and actively contribute to project, client, and site meetings - representing the practice with professionalism and commercial rigour
  • Advise clients on contractual matters including interpretation of contract conditions, assessment of contractor claims, and proactive dispute avoidance
  • Maintain robust and transparent cost reporting throughout the project lifecycle, providing clients with timely, accurate, and actionable cost intelligence
  • Manage post-contract cost control, including change management, early warning notices, and cash flow forecasting
  • Undertake due diligence reviews and third-party cost audits as required
  • Support the practice's business development efforts, including preparation of fee proposals and participation in client presentations
  • Mentor and guide junior and intermediate QS staff, reviewing their work and contributing to their professional development

REQUIREMENTS:

  • Degree in Quantity Surveying, Construction Economics, or a related built environment discipline
  • Minimum 8 to 12 years of post-graduate quantity surveying experience, with significant time spent in a QS consultancy or independent cost management environment
  • Strong command of the full pre- and post-contract cycle: cost planning, Bills of Quantities, tendering, procurement, valuations, variations, claims, and final accounts
  • Solid working knowledge of standard forms of contract used in Singapore and the region (e.g. SIA, PSSCOC, NEC, FIDIC, PAM)
  • Demonstrated ability to manage multiple commissions concurrently with strong attention to detail and time management
  • Experience across a broad built environment sector mix - commercial, residential, hospitality, retail, institutional, or interior fit-out - is well suited to this practice's portfolio
  • Chartered membership or working towards chartership with RICS, SISV, or an equivalent professional body preferred
  • Proficiency in CostX, Buildsoft, or similar QS cost management software is an advantage
  • Competent in Microsoft Excel, Word, and PowerPoint for cost reporting, fee proposals, and client presentations
  • Excellent written and verbal communication skills confident liaising with clients, architects, engineers, project managers, and contractors at all levels
  • Self-motivated, commercially aware, and capable of sound independent professional judgement
  • Open to occasional travel within the region for project-related site visits or client engagements
