Senior Quantity Surveyor
Job Role Overview
The Senior Quantity Surveyor plays a pivotal role in overseeing all commercial and contractual aspects of construction projects, from pre-contract through to final account. This position is responsible for taking and analysing measurements, preparing and reviewing tender documentation, and implementing effective procurement strategies. The Senior Quantity Surveyor manages the full post-contract administration process, leads project meetings with clients, and provides support on dispute resolution matters when required.
Working closely with clients, contractors, specialists, and sub-contractors, this role drives cost planning, monitors project profitability, and ensures the commercial objectives of each project are met. The ideal candidate is analytical, detail-oriented, and a confident leader who can guide and develop the QS team while communicating effectively with stakeholders at all levels.
Job Responsibilities
Measurements & Tender Documentation
- Analyze Building Information Modelling (BIM) models to validate and verify cost plans.
- Prepare, edit, and review contract bills, schedules of rates, and trade preambles.
- Draft and review preliminaries and technical specifications prepared by consultants.
- Conduct and review measurements, admeasurements, and re-measurements with precision.
Cost Planning & Control
- Review and analyze cost plans, detailed budgets, and outline and approximate cost estimates.
- Review cost-in-use studies and life-cycle costing of buildings, installations, and components.
- Monitor cash flow projections and review cost checking processes during design development.
- Prepare and issue periodic cost reports, keeping relevant stakeholders informed of project financial performance.
- Advise on alternative designs or construction methods to achieve cost efficiencies without compromising quality.
Tender & Procurement Strategy
- Lead pre-qualification assessments of contractors, specialists, and sub-contractors.
- Develop and implement procurement strategies aligned with project objectives.
- Prepare and review tender documentation for competitive and negotiated procurement exercises.
- Evaluate tender returns and provide well-reasoned recommendations to the project team.
Post-Contract Administration
- Advise on payment regimes and review valuations and interim payment recommendations for contractors, specialists, and sub-contractors.
- Analyse, review, and price variation cost claims and assess their contractual merit.
- Analyse claims on behalf of relevant parties and provide sound commercial advice.
- Review and settle final accounts in a timely and accurate manner.
- Conduct contractual risk evaluations and implement appropriate mitigation measures.
- Lead project meetings with clients and internal teams, ensuring clear communication and effective decision-making.
- Support the development and implementation of dispute resolution strategies when required.
Leadership & Team Development
- Support and report to QS Manager
- Guide junior quantity surveyors and team members.
- Foster a collaborative, high-performance team culture focused on quality and accountability.
- Communicate project requirements and commercial objectives clearly to all team members.
Job Requirements
Qualifications
- Recognised Degree in Quantity Surveying, Building, or an equivalent discipline.
Experience
- Minimum 5 years of relevant experience in the Singapore building construction industry.
- Experience working on A1 Main Contractor projects is highly advantageous.
Skills & Attributes
- Strong knowledge of construction contracts, standard forms, and procurement methods.
- Proficiency in BIM platforms and quantity surveying software is an advantage.
- Excellent analytical, numerical, and problem-solving skills with meticulous attention to detail.
- Strong communication and interpersonal skills, with the ability to engage effectively with stakeholders at all levels.
- Proven leadership ability with experience guiding and developing team members.
- Well-organised, independent, and able to manage multiple priorities under tight deadlines.
