Job Description

We are seeking a highly competent and detail-oriented SeniorQuantity Surveyor with strong experience in pre-tender cost quantification forM&E fire protection projects. The successful candidate will play a key rolein cost planning, tender preparation, contract administration and post-contractfinancial management, including progress claims and variation order (VO)assessments.

This role requires strong analytical skills, contractualknowledge and familiarity with Singapore construction regulations.

Key Responsibilities

  1. Pre-Tender & Tender Stage
  • Perform detailed cost estimation and quantification for fire protection M&E and A&A projects.
  • Prepare Bills of Quantities (BQ), cost breakdowns and tender pricing schedules.
  • Source and evaluate quotations from suppliers and subcontractors.
  • Conduct cost comparison analysis and recommend competitive pricing strategies.
  • Participate actively in tender submissions, including commercial clarifications and negotiations.
  • Prepare tender summary reports for management approval.
  • Develop cost benchmarks and maintain pricing databases for future projects.
  1. Post-Tender / Contract Administration
  • Prepare and submit progress claims to main contractors/ clients.
  • Evaluate and certify subcontractors progress claims.
  • Prepare and assess Variation Order (VO) claims, including cost analysis and negotiation.
  • Issue payment certificates to subcontractors in accordance with contract terms.
  • Assist project team in final account preparation and settlement.

Requirements

  • Bachelor's Degree in Quantity Surveying, Construction Management or related discipline.
  • Minimum 3 years of QS experience in M&E projects, preferably in fire protection works.
  • Strong experience in pre-tender cost quantification (essential).
  • Working knowledge of the Security of Payment (SOP) Act.
  • Adjudication experience will be an added advantage.
  • Proficient in Microsoft Excel and cost estimation tools.
  • Meticulous and able to work under tight deadlines.
