We are currently seeking a Senior Project Estimation Engineer for our Singapore office, a full-time position focused on HVAC systems for the Marine & Offshore Industry.

Job Overview

We are seeking a highly experienced Senior Project Estimation Engineer to lead cost estimation and tendering activities for complex marine and offshore HVAC projects. This role is pivotal in ensuring the accuracy, competitiveness, and profitability of our bids and proposals.

The candidate shall possess a comprehensive understanding of HVAC systems as a whole, including air conditioning systems, chilled water systems, direct expansion (DX) systems, electrical integration, and automation/control systems. Beyond estimation, the candidate must be capable of designing and sizing entire HVAC systems from scratch, ensuring that solutions are technically sound, energy-efficient, and compliant with marine and offshore standards.

As a senior member of the engineering team, you will collaborate closely with project managers, design engineers, procurement officers, and clients to develop comprehensive estimates that align with project specifications, industry standards, and contractual requirements. You will also play a key role in refining estimation methodologies, mentoring junior engineers, and contributing to strategic decision-making that supports the company's growth in the marine and offshore sector.

Your key duties and responsibilities are as follows:

- Lead project estimation activities by preparing accurate cost estimates, budgets, and tender proposals for marine and offshore HVAC systems.

- Design and size complete HVAC systems from scratch, including air conditioning, chilled water, direct expansion (DX), electrical integration, and automation/control systems.

- Draft detailed technical specifications for procurement of complex HVAC equipment and systems, ensuring compliance with project requirements and industry standards.

- Collaborate with cross-functional teams including design, procurement, and project management to ensure estimates align with technical specifications and contractual requirements.

- Liaise with HQ-based support services such as the legal department for review of terms and conditions, and the centralized purchasing department to align procurement strategies with corporate policies.

- Conduct risk assessments and value engineering to identify cost-saving opportunities, mitigate potential project risks, and enhance competitiveness of bids.

- Develop and refine estimation methodologies by implementing best practices, improving tools, and mentoring junior engineers to strengthen team capability.

- Draft comprehensive technical and commercial offers

- Support client engagement and negotiations by presenting estimation reports, clarifying technical and financial details, and contributing to strategic decision-making.

- Present fully costed project proposals to the Executive Committee, securing validation across all domains including cost estimation, legal compliance, procurement strategy, and risk management.

Qualifications and skills:

Education & Experience:

. Degree in Thermal engineering or equivalent disciplines

. Minimum 15 years of experience in HVAC project estimation and/or execution, ideally in the marine and offshore industry.

Technical Expertise:

. In-depth knowledge of HVAC systems including air conditioning, chilled water systems, direct expansion (DX) systems, electrical integration, and automation/control systems.

. Ability to design and size complete HVAC systems from scratch, ensuring compliance with marine and offshore standards.

. Strong ability to draft technical specifications for procurement of complex HVAC equipment and draft comprehensive technical and commercial offers

. Familiarity with international marine and offshore standards, classification society requirements, and industry codes.

Analytical & Commercial Skills:

. Proven track record in cost estimation, tender preparation, and risk analysis for large-scale engineering projects.

. Skilled in value engineering and identifying cost-saving opportunities without compromising quality or safety.

Leadership & Collaboration:

. Ability to mentor junior engineers and contribute to team capability development.

. Strong communication and negotiation skills to engage with clients, suppliers, and cross-functional teams.

. Mandatory fluency in French to effectively liaise with HQ-based support services (legal, centralized purchasing, and other corporate functions).

Tools & Software:

. Proficiency with CAD software, particularly AutoCAD, for HVAC system design and layout.

. Proficiency in estimation software, project management tools, and MS Office Suite.
