Job Description

Position Summary

The Procurement Manager is responsible for leading the Company's procurement function across manufacturing, retail operations, and new product development. Reporting directly to the CEO, the Procurement Manager is a strategic member of the management team, responsible for developing procurement strategies that support business growth, cost competitiveness, operational efficiency, and supply chain resilience.

The incumbent will provide strategic sourcing leadership, build long-term supplier partnerships, ensure procurement governance, and lead a high-performing procurement team while upholding highest standards of integrity and corporate ethics.

Key Responsibilities

  • Develop and implement procurement strategies aligned with the Company's business objectives and growth plans.
  • Advise the CEO on procurement strategy, supply market trends, commodity pricing, business risks, and sourcing opportunities.
  • Drive cost optimization initiatives while maintaining product quality, food safety, and supply continuity.
  • Develop contingency sourcing strategies to minimise supply disruptions and business risks.
  • Ensure adequate par stock levels for core products are properly planned and maintained to prevent stockouts that could negatively affect retail operations.

Product Development Support

  • Partner closely with R&D, Production, Marketing, Sales, and Quality Assurance to source suitable ingredients, packaging materials, machinery, and technologies for new product development.
  • Identify innovative suppliers and strategic sourcing opportunities that enhance product competitiveness and profitability.
  • Support product commercialisation through timely sourcing and supplier engagement.

Procurement Operations

  • Lead and oversee the entire Procure-to-Pay (PR-to-PO) process.
  • Ensure purchasing activities are efficient, timely, compliant, and aligned with business priorities.
  • Drive procurement process improvements, automation, and digitalisation to enhance operational efficiency.
  • Monitor procurement KPIs and report performance regularly to the CEO.

Supplier Management

  • Establish robust supplier selection, qualification, evaluation, and development programmes.
  • Negotiate contracts, pricing, payment terms, rebates, and service level agreements.
  • Build long-term strategic partnerships with key suppliers to support business growth.
  • Conduct regular supplier performance reviews covering quality, delivery, responsiveness, food safety, innovation, and cost competitiveness.

Leadership & People Development

  • Build, lead, mentor, and develop a competent procurement team.
  • Foster a culture of accountability, teamwork, continuous improvement, and customer focus.
  • Ensure adequate resource planning and succession development within the procurement function.
  • Build up team that is knowledgeable to source not locally but also overseas to support overseas business.
  • Build up team that is knowledgeable for export business, trade documents and compliance such as health certificate, custom and excise documents and other dutiable documents etc.

Governance & Integrity

  • Uphold the highest standards of integrity, transparency, and ethical conduct in all procurement activities.
  • Ensure full compliance with procurement policies, approval authority limits, internal controls, and corporate governance requirements.
  • Prevent conflicts of interest and ensure procurement decisions are objective, fair, and fully documented.
  • Support internal and external audit requirements and strengthen procurement controls.

Cross-Functional Collaboration

  • Collaborate closely with Finance, Manufacturing, Supply Chain, Sales, Marketing, R&D, and Quality Assurance to align procurement strategies with business objectives.
  • Contribute to strategic planning, annual budgeting, business continuity planning, and risk management initiatives.

Authority

  • Approve procurement transactions within the delegated authority limits.
  • Recommend supplier appointments, strategic sourcing initiatives, and major procurement contracts to the CEO for approval.
  • Represent the Company in commercial negotiations with key suppliers and business partners.
