Job Summary

We are seeking a highly experienced and technically adept Senior/Principal Facilities Engineer to be a key technical leader for our mission-critical manufacturing and facility operations. This role demands a proactive, hands-on professional to manage complex infrastructure projects, ensure stringent regulatory compliance, and provide expert technical support for all site facilities, with a primary focus on our critical wet sub-fab systems.

Key Responsibilities

Projects and Expansion

  • Provide engineering support for constructing a new semiconductor fabrication plant, adjacent to the current site.

  • Main focal person liaising with the external main contractor and the company's infrastructure team.

  • Manage plant construction timelines, ensuring they stay on schedule, within budget, and compliant with all technical and regulatory requirements.

  • Lead or assist in the Testing & Commissioning (T&C) of facility mechanical or electrical systems to ensure they meet design and operational requirements.

  • Work closely with the Process, Equipment & Production Engineering Teams on the tool matrix and provide the necessary infrastructure support for incoming tools.

  • Responsible for the layout planning, tool logistics move-in, M&E setup, related supporting tools, awareness of regulatory licensing for chemical/gas inputs, and controlling and managing air emissions, trade effluent discharge and waste handling to comply with regulatory requirements.

  • Monitor utility capacity utilisation and plan for future expansion to meet growing needs.

Technical Leadership & Operations

  • Serve as the Subject Matter Expert (SME) for facilities infrastructure, particularly in managing and improving facilities systems.

  • Provide technical oversight and lead the planning, operation, and maintenance of building, utility, and Life Safety systems.

  • Lead or assist in the Testing & Commissioning (T&C) of new facility mechanical and electrical systems during site expansion and major upgrade projects.

  • Provide on-duty call-back and first-level response to complex facilities issues to minimize downtime and business impact.

Compliance and Environmental Safety

  • Ensure all trade effluent discharge to the public sewer rigorously conforms to the regulatory requirements of the Public Utilities Board (PUB) to prevent violations and potential stop-work orders.

  • Act as the main coordinator for all hazardous waste transactions, including E-Waste disposal, and liaise with hazardous waste disposal vendors.

  • Conduct internal and external audits (ISO9001, SS651, ISO14001, IATF16949) and track Corrective and Preventive Actions for proper closure.

  • Ensure air discharges are within the National Environment Agency's (NEA) regulatory requirements.

Qualifications

  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, or a related discipline.

  • Minimum of 10 years of progressive experience in facilities engineering, with a strong focus on construction, commissioning, and operations, ideally within a semiconductor, high-tech, or mission-critical industrial environment. Hands-on competency is an added advantage.

  • Demonstrated technical leadership and expertise in managing complex utility systems, including FMS, Life Safety System, HVAC, electrical distribution, process cooling water (PCW), DI water generation, and the HF and AWN Wastewater Treatment Plants (WWTP).

  • Proven experience ensuring regulatory compliance with local authorities such as PUB, NEA and SCDF.

  • Strong project management, negotiation, and organizational skills.

  • Experience with layout planning using AutoCAD or similar software is required
