Job Description

We are looking for an experienced Senior Principal Engineer who will perform the role of Projects Director to join our Construction & Management Unit (CMU) and provide leadership in the delivery of major coastal, marine and infrastructure projects in Singapore.

The successful candidate will lead major projects or programmes in the capacity of Project Director or Senior Project Manager. The role includes advising clients and project teams on complex technical, contractual and project delivery matters, while overseeing project performance in relation to safety, quality, cost, programme and contractual requirements.

This position is suitable for senior engineers with substantial project leadership experience who are able to manage key client relationships, lead multidisciplinary project and site teams, and contribute to the continued development of CMU's projects delivery capabilities.

Key Responsibilities

  • Lead the planning, management, supervision and delivery of major coastal, marine and infrastructure projects, ensuring consistent delivery across all projects under SJ management.
  • Perform senior project leadership roles, including Project Director, Senior Project Manager, Project Manager or Design Manager, as assigned.
  • Provide strategic and technical direction to project teams throughout the planning, design, tender and construction stages, resolving cross projects issues.
  • Oversee project performance in relation to safety, quality, cost, programme, technical requirements and contractual obligations.
  • Advise clients and project teams on complex technical, construction, commercial, contractual and risk matters.
  • Manage senior-level relationships with clients, contractors, consultants, government agencies and other key stakeholders.
  • Lead the resolution of major technical, construction, interface and contractual issues.
  • Review key technical submissions, design proposals, construction methodologies, project reports and contractual documentation.
  • Oversee contract administration matters, including progress claims, variations, extension-of-time submissions, claims and contractual correspondence.
  • Monitor key project risks, financial performance, cashflow, resources and delivery priorities.
  • Provide oversight of contractor, subconsultant and site supervisory team performance.
  • Ensure compliance with applicable regulatory, safety, quality and environmental requirements.
  • Lead and mentor Project Managers, engineers and site staff, and support succession planning and capability development.
  • Develop and improve project delivery procedures, technical standards and construction management practices.
  • Lead or contribute to major tender submissions, project pursuits and client presentations.

Requirements

  • Bachelor's Degree in Civil or Environmental Engineering, or a related discipline recognized by relevant professional bodies (e.g. BCA, IES, ACES, PE Board); professional engineer registration strongly preferred.
  • Minimum ten years of relevant experience in engineering design, construction, project management or project delivery.
  • Relevant experience in at least two coastal reclamation, marine, geotechnical, structural or major infrastructure projects.
  • Substantial experience leading major projects, multidisciplinary teams or complex construction programmes.
  • Strong track record in project management, technical leadership, contract administration and complex issue resolution.
  • Demonstrated experience managing senior client and stakeholder relationships, including government agencies.
  • Strong understanding of construction delivery, commercial management, project risk and contractual requirements.
  • Sound technical judgement and the ability to make informed decisions on complex project matters.
  • Strong leadership, communication, negotiation and stakeholder management skills.
  • Able to guide project teams, develop staff capabilities and maintain high standards of project delivery.
  • Proficient in Microsoft Office applications, including Word, Excel and PowerPoint.
  • Professional Engineer registration, Chartered Engineer status, project management certification or relevant professional accreditation is strongly preferred.
  • Familiarity with construction, contract management, planning or project controls software will be an advantage.
