Role Summary
The Network Engineer will be part of the SSOE team and is responsible for the design, implementation, operations, and continuous improvement of ICT network infrastructure and services, leading the transformation and supporting the operations of more than 350 schools across Singapore. The officer will manage enterprise WAN, LAN, and wireless infrastructure projects and operations, including solution design, procurement and tender activities, implementation oversight, vendor management, service management, and compliance with Government ICT policies and security requirements. The role requires close collaboration with internal stakeholders, schools, vendors, and project teams to deliver reliable, secure, and scalable network services aligned with the MOE's digitalisation objectives.
Key Responsibilities
Solution Design & Project Delivery
- Design, plan, and implement network infrastructure solutions to support schools operational and business requirements.
- Provide technical consultancy and subject matter expertise for infrastructure and business projects.
- Support migration and integration of on-premises infrastructure services to cloud-based environments where applicable.
- Oversee implementation activities to ensure compliance with approved architecture, project timelines, and operational requirements.
Network Infrastructure & Service Management
- Manage and support enterprise WAN, LAN, and wireless network infrastructure services across schools and related environments.
- Ensure high availability, reliability, performance, and security of ICT network services.
- Perform Incident Management, Problem Management, Change Management, and Disaster Recovery planning for network infrastructure services.
- Monitor and analyse network performance and recommend optimisation and improvement initiatives.
Procurement & Vendor Management
- Prepare technical specifications, scope of works, and tender documentation for network infrastructure projects and services.
- Participate in technical evaluation of tender submissions and support procurement and contract award processes.
- Manage vendors and contractors to ensure project deliverables, contractual obligations, and Service Level Agreements (SLAs) are met.
Governance, Security & Compliance
- Ensure compliance with Government ICT policies, security requirements, technical architecture standards, and governance frameworks.
- Support implementation of cybersecurity controls and best practices for network infrastructure services.
- Maintain proper technical documentation, operational procedures, and project records.
Stakeholder Engagement
- Engage schools and stakeholders proactively to understand operational requirements and improve service delivery outcomes.
- Provide regular updates, reports, and presentations to management and stakeholders where required.
- Work closely with stakeholders across MOE DXD to support the Ministry's digitalisation initiatives and roadmap.
Requirements
- Minimum 8 years of relevant experience in enterprise network infrastructure operations and implementation.
- Strong hands-on experience in enterprise WAN, LAN, and wireless networking technologies.
- Strong knowledge and operational experience on routing, switching, enterprise wireless, firewalls, IDS/IPS, DNS/DHCP, TCP/IP networking concepts
- Experience with WAN technologies and protocols such as MPLS, SD-WAN, IPsec VPN, Dynamic routing protocols (e.g. OSPF, BGP)
- Experience configuring and managing enterprise networking solutions from vendors such as Cisco, Alcatel-Lucent Enterprise, Aruba, or equivalent.
- Experience in network troubleshooting, performance monitoring, and service optimisation.
- Experience managing infrastructure implementation projects and coordinating with multiple stakeholders and vendors.
- Experience preparing technical specifications and supporting procurement or tender evaluation activities.
- Good analytical, problem-solving, and troubleshooting skills.
- Good written, verbal, and presentation skills.
Good-to-Have Requirements
- Professional certifications such as:Cisco CCNA / CCNPCWNA / CWNPEquivalent networking certifications
- Experience in large-scale enterprise or public-sector ICT environments.
- Experience in high-density wireless environments.
- Experience in cloud networking and hybrid infrastructure environments.
- Familiarity with network access control (NAC), network segmentation, and zero-trust principles.
- Experience using network monitoring and analytics platforms.
- Experience supporting schools or campus-style environments.
