Senior/ MEP Cost Manager (Infrastructure/ Building project) is responsible for delivering full-spectrum cost management services across infrastructure and building projects, from early-stage cost estimating through to final account close-out. The role requires strong technical expertise, sound commercial judgment, and the ability to influence and negotiate effectively with clients, contractors, and project stakeholders.
Key Responsibilities
- Prepare and review cost estimates at various project stages, from feasibility through to detailed design.
- Prepare, measure, and manage Bills of Quantities (BQ) in accordance with relevant standard methods of measurement.
- Lead and support Value Engineering exercises to optimize project cost without compromising quality or function.
- Manage the full tendering process, including preparation of tender documents, tender evaluation, and contractor recommendation.
- Apply strong contract knowledge across various forms of contract to support procurement strategy and contract administration.
- Assess, evaluate, and process Change Orders / Variation Orders, ensuring accurate cost impact analysis and timely resolution.
- Manage the Final Account close-out process, ensuring accuracy, completeness, and timely agreement with contractors/clients.
- Provide cost advice and reporting throughout the project lifecycle, including budget tracking, cost forecasting, and cash flow projections.
- Liaise and negotiate with clients, consultants, contractors, and suppliers to protect project cost interests and resolve commercial issues.
- Identify commercial risks and opportunities, advising project teams and management accordingly.
- Ensure compliance with company policies, industry standards, and relevant statutory/regulatory requirements.
- Mentor and guide junior cost management/quantity surveying staff where applicable (for Senior-level role).
Job Requirements
- Degree in Quantity Surveying, Cost Management, Cost Engineering, or an equivalent qualification.
- Strong experience across full cost management scope: estimates, BQ, value engineering, tendering, contracts, change orders, final accounts.
- Prior experience in both infrastructure and building projects is required.
- Relevant years of post-qualification experience commensurate with the seniority of the role.
Skills & Competencies:
- Excellent technical knowledge of cost management principles and practices.
- Strong contract knowledge (e.g., FIDIC, PWD, PAM, or other relevant standard forms).
- Excellent communication skills, both written and verbal.
- Strong negotiation, influencing, and persuasion abilities.
- Analytical and detail-oriented, with strong numerical accuracy.
- Proficient in cost management software and MS Office (especially Excel).
- Ability to manage multiple projects and priorities under tight timelines.
