We are seeking a qualified and experienced Senior Marine Superintendent to join our technical team. The successful candidate will support the administration of an international ship registry by overseeing statutory compliance, technical case management, Port State Control (PSC), Flag State Inspection (FSI), Recognized Organization (RO) coordination, casualty investigations, and other Flag State responsibilities.
The role requires strong technical judgment, excellent communication skills, and the ability to manage multiple vessel cases while ensuring compliance with international maritime conventions and Flag State requirements.
Preferred Qualification
This is a senior position and the candidate should possess either a Master Mariner COC class 1 with 2 years command experience or a Marine Engineer COC class 1with 2 years sea service as an engineer.
Main Responsibilities
1. Manage the technical and statutory compliance of vessels registered under the Flag Administration, ensuring compliance with applicable international conventions and Flag State requirements.
2. Review vessel compliance status,monitor the validity of statutory certificates, P&I insurance, audit schedules, PSC performance, FSI requirements, and outstanding deficiencies,working closely with the Compliance Team to ensure timely follow-up.
3. Coordinate with ROs, Classification Societies, shipowners, managers, surveyors, insurers, and other stakeholders on statutory surveys, audits, technical deficiencies, exemptions, equivalencies,dispensations, and other technical matters.
4. Prepare and review technical correspondence, including exemptions, dispensations, attestations, technical authorizations, and other Flag State approvals.
5. Monitor and manage PSC inspections,detentions, FSI findings, casualty reports, technical deficiencies, MLC complaints, accident investigations, and other compliance cases, ensuring timely corrective actions and proper closure.
6. Assess vessel trading patterns and identify high-risk operations requiring additional Flag State oversight,including arranging FSI, pre-PSC inspections, or other preventive actions where necessary.
7. Maintain accurate technical records,supporting documentation, and case updates within the company's .
8. Maintain Flag State records relating to IMO GISIS, IMSAS, and other regulatory reporting obligations where applicable.
9. Support the continuous improvement of technical procedures, compliance systems, and Flag State quality management processes.
Candidate Profile
The ideal candidate should have:
1. Strong shipboard operational and technical knowledge.
2. Sound understanding of international maritime conventions, Flag State responsibilities, statutory certification, and RO/Class procedures.
3. Experience handling PSC inspections,detentions, vessel deficiencies, audits, and technical compliance matters.
4. Excellent analytical and problem-solving skills with sound technical judgment.
5. Strong communication and report-writing skills in English.
6. Ability to manage multiple cases simultaneously while meeting deadlines.
7. Strong attention to detail,follow-up discipline, and organizational skills.
8. Ability to identify, assess, and escalate high-risk cases promptly.
9. A professional, proactive, and service-oriented approach when dealing with shipowners and industry stakeholders.
Salary Range:
S$7,000- S$8,000(commensurate with qualifications and experience)
