We are seeking an experienced Senior Manager, Estates to lead workplace safety, fire safety and regulatory compliance initiatives across SIT campuses. This role will play a key part in driving safety initiatives, ensuring compliance with statutory requirements, and enhancing safety management systems and processes to support the operations and services of the University Estates division.

The responsibilities of this role are:

1. Workplace Safety, Health & Fire Safety

  • Lead the development, implementation and continuous improvement of Workplace Safety and Health (WSH), Environmental Health and Safety (EHS), and Fire Safety policies, frameworks and management systems.
  • Formulate and administer comprehensive risk management and review safe work procedures and mitigation measures.
  • Conduct regular workplace inspections, audits and reviews to ensure compliance with regulatory requirements and organisational standards.
  • Conduct investigations of safety incidents, identify root causes and recommend corrective and preventive actions.
  • Advise the Estates Division on matters pertaining to EHS issues and licenses application, liaise with regulatory agencies and manage licences, permits and regulatory submissions.
  • Conduct and coordinate fire drills, and the formation of Company Emergency Response Teams (CERT), and obtain Fire Certificate in compliance to Fire Safety Act & Regulation.
  • Ensure compliance with the Fire Safety Act and related regulations through regular audits, inspections and testing of fire protection systems.
  • Monitor safety performance metrics and prepare WSH reports and presentations for management review.
  • Drive safety awareness through engagement programmes, campaigns, training initiatives and safety committee activities.

2. Estates Operations Support

  • Partner with building operations managers and service providers to ensure that maintenance, project and operational activities are conducted safely and in compliance with established safety requirements.
  • Provide safety oversight for campus development, upgrading and refurbishment projects where required.

The ideal candidate will need to have the following qualities and experience:

  • Degree in Occupational Safety, Environmental Health, Engineering, Facilities Management or a related discipline
  • At least 10 years of relevant experience in Workplace Safety and Health, preferably within large institutions, educational campuses, healthcare facilities or complex built environments
  • Registered Workplace Safety and Health Officer (WSHO) with MOM
  • Qualified Fire Safety Manager (FSM)
  • Strong knowledge of Singapore workplace safety, health and fire safety regulations and practices
  • Familiarity with ISO, QEHS and Occupational Health & Safety management systems. Certifications in QEHS Internal Auditing (ISO 9001, ISO 140001, OHSAS 18001) will be advantageous.
  • Proficient in MS Office Applications.
  • Proven experience in policy review, compliance management, stakeholder engagement and project implementation.
  • Excellent communication and stakeholder management capabilities.
  • Resourceful, analytical and solution-oriented mindset.
  • Ability to thrive in a dynamic environment and manage multiple priorities effectively.
  • Willing to support after office hours operations works when necessary and required.
