Job Description

Duties & Responsibilities

Corporate

  • Assist the Operation Division Head toformulate the business strategies of the operation division so as to expand thebusiness and support the overall Vision, Mission, Value, and Objective (VMVO)of the company, especially in enhancing the Company's good image as anexcellent process industry service provider.
  • Participate and assist themanager/director of Proposal & Tendering department in defining pricingstrategies based on market intelligence and competitor knowledge, understandingof cost elements, and past project reference data. Actively pursue andcompetitively tender for projects available in the market. Understand theglobal markets, customers, competitors, government, suppliers/vendor, man,material, machine and the associated risks that have impact on projectconstruction execution.
  • Constantly update with technicalchanges and development in the process industry to identify newconstruction/maintenance technologies/methods/skills that require upgrading.
  • Constantly identify ways to harnessand improve the Company's technical competencies to maintain its technicaladvantage over its competitors.
  • Constantly manage cost andproductivity efficiently by reviewing current work methods and procedures toeliminate non-productive and non-value-adding work, and material/labor/timewastage and to look for more efficient and innovative ways of getting workdone. Improve the work flows and processes of Reporting Units to ensure thatefficiency and productivity are maximized.
  • Constantly upgrade on ProjectManagement knowhow by reviewing the latest project management tools andapplicable processes in project execution.
  • Constantly upgrade on ConstructabilityStudy Analysis Methodology and preparation look for better tools, equipment,processes to complete the construction.
  • Develop strong client relationshipduring project interface highlight recent good work and sell the company'sservices whenever opportunity arises, and explore new project possibilities.
  • Keep update with the competition andinitiatives (e.g. new strategies, new competencies) of other process plantservice providers, especially in the areas of cost elements and pricing, sothat projects available at current operating sites (e.g. ExxonMobil, Shell,SRC, MGS etc.) are optimally and competitively priced and that value-addingelements are highlighted in price justification so as to secure work for thecompany.
  • Constantly update with constructionequipment information, and determines a cost-effective replacement policy forthe Company's assets (e.g. Cranes, Prime Movers, and Lorry Crane etc.) toregularly replace aging assets with rising maintenance cost.
  • Constantly update with the financialinstruments being deployed to manage project construction Performance Bond,Retention Bond, Insurances, Project Cash flow, Project Financing, and Agereport. To monitor accurate and timely financial transactions to Clients andSubcontractors, Alliance Partners Review, close monitoring of the site'smonthly financial reports to share with the site's management team Monitor andresolve payment issues on fortnightly/monthly basis with Clients,Subcontractors/Alliance Partners To review, approve and monitor the budgetedexpenditure of each Construction disciplines and takes corrective actions toavoid over-running the allocated budget Monitor the project/Section's budgetedexpenditure and take corrective actions to avoid over-running the allocatedbudget.
  • Constantly update with the ContractManagement skills and improve on the competencies to manage change orderrequest as well as drafting communication to clients, main contractors and/orEPCM contractors.
  • To develop detailed business plans forthe construction project/site, considering the availability of capital andhuman resources, and the adequacy of the existing structure and processes basedon the business objectives formulated.
  • To implement the business plans forthe construction project/site by ensuring that they are executed effectivelyand that continuous efforts are being made to refine and improve the businessactivities.
  • To assemble/recruit competent ProjectControl team, foster team spirit and openness with the team to align employeestowards achieving the business objectives.
  • Provide guidance to each ProjectExecution team in proper project execution planning and contingency planning,to ensure full control of Project execution.
  • Assist and facilitate the meetings ofkick-off, pre-communication, weekly coordination with various disciplines toreview the Critical Path, Operational Efficiencies Deliverable, Quality,Lead-time and Safety compliance/requirements. Construction and logisticscomplexities detailed project execution progress status such as planned vsactual, project budget and cash flow, contingency plan if any to share anybest practices, successful learning and brain storming so that the project canbe carried out smoothly as per contractual obligation.
  • With the aid of the workshop andlogistics establish a strategy for the Company's asset rental business,especially in marketing the rental service as a source of revenue during theOperations Division's low activity periods.
  • Capable to lead a team of Project control manager/s, Superintendents,Engineers on project assignment.
  • Participate in local/overseas joint venture discussions andevaluation when call upon by management.
  • Work closely with the Corporate Support Division for HumanResources, Finance, IT solutions management and administration.
  • To constantly identify and groom potential personnel towards ProjectControl Role.
  • Perform any other specified duty or assignment to the benefit of theorganization as and when required by higher management.

Project /Construction Site

  • AssistProject Manager to co-ordinate between the different disciplinary departmentsof Project/Construction (Civil, Mechanical, Structural, Piping, Tankage,Electrical & Instrumentation, Scaffolding, Corrosion Protection, Insulationand Fire proofing, Commissioning and other specialty services) so that theircollective performance will achieve the business objectives of theProject/construction department and that of the company.
  • Streamlinesthe various functional sections under Project Execution Project Management, Engineering,Construction, Procurement, Safety, Quality, Learning and development,Construction Equipment maintenance and logistics, Fab shop and permanent asset(material & permanent equipment) management to ensure process linkage andconcerted effort, and maximum support between each functional section toachieve project fulfillment.
  • Direct the setup of site administrationaccording to PEC's EIS requirements or customize the administrative system tosite constraints.
  • Assessmentof the site condition and anticipate potential areas that would highly impactthe Project/construction schedule and work sequence on a periodic basis andmitigate as much as possible to ensure a smooth project execution/construction.
  • Inculcatea sense of cost-consciousness within the project/construction team throughexplaining and understanding project cost components and their impacts on thecompany's profitability, closely monitoring cost expenditure for each operationand brain storming on initiatives to lower project cost.
  • Carry outpre-project meeting with customer to establish the project execution plan.
  • Establish common understanding ofcontractual interpretations with the principal and staffs.
  • Conductpre-project execution/construction meetings with key site staff andsubcontractors to disseminate the project plan, organize the workforce,equipment, material, and other engineering requirements. It is PEC's Goal todeliver every project safely, within Schedule and Cost, meeting the Qualityrequirement.
  • Establishthe Project Schedule baseline and scrutinize each and every resource (Man,Material, and Machine) necessary to mobilize to complete the project. Effect the allocation of equipment required by the job numberingsystem and track their utilization in EQIS, i.e. trucks and cranes etc.
  • Participateactively on the development of the Inspection and Testing Plan, Quality Plan, Project Execution Plan, HSSE Action Plan withadequate work procedures, instructions, method statements, lifting plan, RiskAssessment in place.Audit to ensure work practices and procedures are properly followed. Identifyearly any Quality issue facing the construction and promptly seeks assistanceto address bottle-neck item.
  • Manageand coordinate interfaces between disciplines, Operations, Technical, E/I,Civil, Inspection 3rd parties, Specialist services and othervendors.
  • Continuousmonitoring on productivity of man, material and machines at site to ensurecost-effective project execution/construction.
  • Overseethe maintenance and updating of records on man/machines/toolscertificates/licenses as required by regulatory bodies.
  • PrepareProject Progress report and carries out regular project meetings with keystaff, construction managers, superintendent and customer to feedback onproject performance highlighting additional scope, work changes,non-conformance , re-work, ISO and Safety non-compliance, possible costover-runs, etc. and resolve problems, delays and constraints early.
  • Ensuretimely reports are submitted by each project/Construction Section to highlightConstruction progress, workproblems and delays, new workrequirements, resource constraints, non-conformance and reworks, ISO and Safetynon-compliance, possible cost over-run etc.
  • DocumentField Variation /Instruction from client before work commence.
  • Liaiseclosely with the procurement & Inventory department for purchasing needs.
  • Ensurethat Company assets at sites such as office or construction equipment, laydownareas, site offices facilities are properly maintained and that goodhousekeeping is being carried out regularly.
  • Plan& monitor skills training and development programs to leverage theknowledge and competencies of subordinates and ensure that they are adequatelyqualified for their respective work disciplines:
  • o For HSSE: COSOC, OPSOC, Working at height, Confined Space, SafetyManagement System etc.
  • o For Generic Skills: Quality Assurance etc.
  • o For Functional Skills: Work Planning and Scheduling (P6/P3, MS-Project), Costing etc.
  • Prepareand submit the monthly progress billing to clients.
  • Ensurethat all outstanding financial matters with vendors and clients are settled andvendor's commitments are passed on to theclient.
  • Ensure final acceptance of the projectby the client in accordance with contractual requirements.
  • Establish and archive how muchresources are required to maintain various cost related benchmarks.
  • Analyse and maintain relevant data setsfor justifying better contract rates in the next contract Renewal.
  • Monitor, maintain and continuallyimprove on client's agreed KPIs or whereas to design, compile and monitor newKPIs (including Safety Targets) and formats for acceptance by the Principal.
  • Prepare and compile the variousdisciplines project close-out report so as to conduct a post-mortem session toshare best practices, successful learning, and continuous improvement for thefuture projects

Qualification & Experience Generally Required

  • Bachelor Degree in Mechanical/Engineering/Science
  • Minimum 10 years working experience in planningand management in similar or related industry.
  • Effective verbal and written skills inEnglish (e.g. technical, commercial, procedures reports rollout presentationsat plant sites)
  • Good analytical and quality conceptualskills
  • Good presentation skills, capable ofrepresenting the company to external entities.
  • IT literate, preferably with knowledgeof planning tools such as Primavera P6/P3, MS-Project, SAP.
  • Good technical competency
  • Strong leadership qualities
