RESPONSIBILITIES

Senior/ Manager, Plans & Development is responsible for the sense making of MINDS strategic and operational environment. S/He plans, implements and reviews MINDS medium to long term plans & initiatives. S/He is also conscientious in ascertaining and assessing relevant strategic and operational matters that might impact MINDS business model, modus operandi and strategies, Mission and Vision.

S/He is required to conduct strategic reviews/analysis, study into areas of organisation development, and think tank pieces that will help to reframe and transform the organisation for the future.

S/He may work in various settings within MINDS that pertain directly or indirectly to the organisation's strategic and management planning processes. These could range from Workplan Seminars, Board Management Retreats, Annual Planning Forums, Board Meetings, Partnership Engagements, and Senior Management Meetings.

S/He should be proactive, forward looking, conversant in systems thinking and sensitive to the strategic needs of the organisation. S/He should possess strong inter-personal communication and problem-solving skills.

Strategic Planning

  • Conduct regular horizon scanning on relevant strategic and operational matters.
  • Plan, conduct and manage Focus Group Discussions (FGDs), where required, and other sensing mechanisms to gather insights, opinions and feedback on MINDS effectiveness in delivering its mission.
  • Analyse and sense-make from collected data points to assess potential implications and impacts on MINDS, and present findings to the Senior Management Team on a regular basis and annually.
  • Conduct strategic analysis to support planning for MINDS service and operational models, as well as its long-term positioning.
  • Identify key issues and potential Black Swan events arising from horizon scanning that may impact MINDS Vision, Mission, Business Model and Strategic Thrusts.
  • Undertake evidence-based trials, experiments and projects relevant to strategic planning, where necessary.
  • Conduct research studies in areas relating to organisational development, such as Knowledge Management and Change Management.
  • Conduct strategic reviews and analyses on the effectiveness of organisational policies and programmes, including areas such as data collection and Enterprise Risk Management (ERM).
  • Produce Think Tank research pieces that reframe and transform strategic thinking within the organisation, such as Inclusive Living for Persons with Intellectual Disabilities (PWIDs), Independent Living for PWIDs, and funding models shifting from care to development.

Enterprise Risk Management

  • Assist the Senior Management Team and Heads of Department in identifying, reviewing, mitigating and preventing risks within their respective areas.
  • Coordinate and manage the risk management process and execution, including tracking and collating data according to reporting schedules.
  • Assist in maintaining an updated Risk Registry for MINDS.
  • Provide timely updates, reports and recommendations on risk matters/issues to the CEO, Audit & Risk Committee, Senior Management Team and Heads of Department.
  • Organise and deliver regular training sessions and seminars on risk management and prevention to strengthen the organisation's risk management culture.
  • Collaborate with stakeholders to improve processes, controls, action plans and indicators relating to Enterprise Risk Management.

Change Management

  • Assist in the conduct of change management workshops, where required.

Strategic Partnership

  • Liaise and collaborate with external agencies on strategic matters to enhance service delivery standards and improve clients quality of life.

Organisation Excellence

  • Study and review the bi-monthly MINDS Monitoring Dashboard for presentation to Senior Management Meetings (SMM) and the Board.
  • Assist in the development and approval of the MINDS Monitoring Dashboard using data analytics.
  • Review and present the MINDS Monitoring Dashboard, supported by data analytics, to SMM and the Board.

Culture Building & Planning Cycle

  • Design, plan and execute MINDS Annual Workplan Seminar.
  • Assist in the design, planning, execution and, where required, facilitation of MINDS management retreats.

Any Other Duties Assigned by Reporting Officer

  • Participate in cross-departmental projects and initiatives, where opportunities arise.
QUALIFICATIONS
  • A minimum of 5 years experience in strategic planning, risk management and Occupational Health and Safety, or quality improvement
  • A relevant degree qualification and/or postgraduate qualification and/or in a related field of expertise
OTHER INFORMATION
  • Demonstrated experience and skills in strategic planning analysing, framing, reframing, systems thinking, wide span of perspective, and grounded in options generation
  • High level of written and oral communication skills with the ability to communicate with a range of stakeholders
