Purpose and Scope
Lead operational excellence, asset reliability, and governance for the Gas & Related Services business by strengthening standards, assurance, and performance oversight across operations. Partner with business and functional leaders to improve control effectiveness, establishes clear accountabilities, enables safe, reliable, efficient, and sustainable performance of assets and operations.
Key Roles And Responsibilities
- Lead the operational excellence and governance framework for Gas & Related Services, defining standards, KPIs, review routines, and decision forums to support consistent execution across assets.
- Develop, govern, and periodically review operational policies, standards, procedures, and process safety requirements, ensuring clear ownership, approval authorities, version control, and implementation discipline.
- Lead analysis of performance trends, operational losses and recurring issues, and drive prioritised initiatives that deliver measurable improvements in plant availability, efficiency, maintenance effectiveness and cost performance
- Drive strategic transformation and asset optimization initiatives across the Gas & Related Services portfolio to maximize asset value, operational performance, reliability, feature ready and sustainable business outcomes.
- Monitor applicable industry and regulatory requirements, assess operational impacts, and coordinate timely updates to policies, controls, and implementation plans.
- Analyse operational losses, recurring issues, maintenance effectiveness, and asset reliability trends, and translate findings into prioritised corrective and preventive actions with measurable outcomes.
- Benchmark operational performance, policies, and standards against recognised industry practices, identify material gaps, and maintain a prioritised improvement roadmap based on risk, business value, and implementation feasibility.
- Evaluate relevant technologies and work practices through structured business cases or pilots, govern disciplined adoption, measure realised benefits, and share lessons learned across the organisation.
- Advise business and asset leaders on operational excellence and governance priorities, align cross-functional stakeholders on accountabilities, and build organisational capability through communication, training, coaching, and knowledge sharing.
Qualifications & Experience
- Degree in Engineering, Operations Management, Asset Management, Project Management, or a related discipline.
- At least 8 years of relevant experience in operational excellence, asset management, maintenance, technical governance or performance improvement within gas, utilities, energy, process industries or other asset-intensive environments.
- Proven leadership experience delivering cross-functional governance, assurance, or performance improvement programmes across multiple sites or business units.
Skills, Competences And Preferred Characteristics
- Strong knowledge of operations and maintenance practices, reliability engineering, and continuous improvement methodologies such as Lean, Six Sigma, or equivalent.
- Demonstrated ability to develop and govern policies, standards, procedures, assurance processes, corrective action tracking, and performance dashboards that support consistent execution and accountability.
- Experience using data analytics, digital tools, or enterprise systems to improve maintenance performance, operational visibility, compliance monitoring, and decision quality.
- Strong stakeholder management, communication, and facilitation skills, with the ability to influence senior leaders, project teams, and operational stakeholders.
- Ability and willingness to travel as required to support site engagement, reviews, project delivery, and programme implementation.
- Strong written and spoken English proficiency is required to perform the role, including preparing documentation, facilitating cross-functional discussions, and engaging senior leaders and stakeholders across Singapore and regional operations.
