You will play a role in shaping the future of primary care in Singapore. This includes contributing to the development of strategies to strengthen primary care services, transform healthcare delivery, and improve the integration of public and private primary care within the regional healthcare systems (RHS). Your work will directly support the Healthier SG initiative and drive better primary care and population health outcomes for Singaporeans.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
What You Will Be Working On
We are looking for a suitable Senior Manager / Manager in the Primary & Community Care (PCC) division.
Specific responsibilities include:
- Supporting the transformation of the primary care landscape: You will review and analyse the primary care landscape, such as population health trends, workload, capacity, workflows and performance outcomes to identify gaps and opportunities for improvement. This includes developing, planning and evaluating service models for preventive and chronic disease management in the primary care and supporting quality improvement initiatives. You will also review the operational and financing arrangements for primary care schemes to ensure that the primary care sector is well-positioned to meet Singapore's healthcare needs.
b. Primary care IT and digital enablement: You will strategise, review, and support the development of private primary care IT systems and digital tools to enhance care delivery and continuity, data sharing and governance across public and private primary care providers. This includes the gathering and refining of data requirements, co-designing the user interface and experience with stakeholders, driving change management efforts to support adoption, and overseeing implementation timelines to ensure timely and effective delivery.
c. Engagement of key stakeholders: You will engage key stakeholders across the public and private sectors to gather feedback on proposed policy changes, reconcile differing viewpoints and synthesise insights to strengthen policies across primary care transformation, Healthier SG, and IT-related workstreams. You will also manage public queries, ensuring that communications are clear, timely, and aligned with MOH's policy directions.
What We Are Looking For
- A tertiary education in any discipline; biomedical sciences, public health, public administration, or a related field would be advantageous.
- At least 3 – 5 years of relevant experience in healthcare policy, planning, or a related field.
- A keen interest in healthcare policies.
- Strong critical thinking and analytical skills. This includes the ability to synthesise complex information, think beyond immediate issues, consider the broader and longer-term implications, and translate insights into policy recommendations.
- Strong project management skills to plan, lead a project, manage tight timelines, and deliver quality work under pressure.
- Strong written and verbal communication skills to present ideas clearly and coherently.
- Strong interpersonal skills and a collaborative mindset to effectively engage and manage multiple stakeholders.
- Ability to work independently under minimal supervision in a fast-paced environment.
