Job Description

[What the role is]

As part of the International Group in IMDA, the International Collaboration & Strategic Partnerships (ICSP) Division focuses on engagements with key markets and strategic countries, including China, to facilitate G2G, G2B and B2B collaborations in support of Singapore's digital economy objectives.
This role sits at the intersection of international policy and market engagement. You will work with foreign counterparts, partner Singapore Government agencies, private sector enterprises, industry bodies and research institutions to advance Singapore's interests in the digital domain. The role demands sustained engagement with the policy environments, institutional landscapes and industry players in key markets, and the ability to translate them into concrete outcomes for IMDA.

[What you will be working on]

Strategy and Policy Development

  • Develop and refine high-level strategies for advancing Singapore's digital economy interests in key markets, with a focus on China
  • Track and analyse policy and regulatory developments in China's digital economy, including signals from central government work plans, regulatory bodies, and key industry platforms, and translate these into actionable insights for IMDA
  • Provide policy input to facilitate existing or establish new projects and collaborations to strengthen digital linkages and connectivity
  • Exercise independent judgment in assessing the strategic value and feasibility of proposed collaborations, and make recommendations accordingly

Stakeholder and Industry Engagement

  • Build and manage sustained bilateral relationships with Chinese government bodies, industry players, industry bodies and research institutions, serving as a consistent point of contact over time
  • Work with relevant agencies, key industry players and foreign counterparts to identify, develop and advance areas of collaboration

Secretariat and Operations Support

  • Lead secretariat responsibilities for bilateral meetings and mechanisms (e.g., inter-agency meetings and joint implementation committees), including agenda-setting, preparation of briefs, and follow-up on action items
  • Support preparation and logistics for industry events, including MOU signings and programme showcases (e.g., ATxSG)

[What we are looking for]

Background and Experience

  • Background in International Relations/ Public Policy/ Computer Science/ Engineering/ Information Technology preferred
  • 8-12 years of experience in the infocomm industry or an economic agency will be an advantage

Domain Knowledge

  • Familiarity with China's digital economy ecosystem, including its regulatory environment, key institutional players and major industry developments, is highly desirable
  • Broad interest and situational awareness in international relations and digital technologies

Communication

  • Excellent written and verbal communication skills in English and Chinese to liaise with Chinese stakeholders and counterparts
  • Proficiency in reading Chinese-language policy and industry documents is an advantage

Personal Attributes

  • Willingness to travel and undertake in-market engagement
  • Self-motivated and able to work independently, with strong critical and analytical thinking
  • Good organisational skills and attention to detail
