We are seeking an experienced and strategic Senior Manager – HR to lead and drive end-to-end recruitment initiatives, with a strong focus on managing external recruitment vendors and manpower contracting agencies. This role will be critical in scaling workforce capacity through effective vendor partnerships, ensuring timely and cost-efficient hiring for project-based and permanent headcount needs.
Key Responsibilities:
Talent Acquisition & Recruitment:
- Lead and manage end-to-end recruitment processes across functions, including workforce planning, sourcing, screening, and onboarding.
- Develop and execute hiring strategies to meet both permanent and project-based manpower requirements.
- Partner with business leaders to understand hiring needs and provide strategic recruitment solutions.
- Ensure strong candidate experience and employer branding throughout the hiring lifecycle.
Vendor & Agency Management:
- Manage relationships with recruitment agencies, manpower vendors, and outsourcing partners.
- Oversee manpower contracting arrangements, including agency headcount deployment and project staffing.
- Negotiate contracts, service level agreements (SLAs), and commercial terms with vendors.
- Monitor vendor performance through KPIs (time-to-fill, quality of hire, cost efficiency, compliance).
- Drive continuous improvement and optimization of vendor performance and recruitment processes.
Project & Workforce Management:
- Lead large-scale hiring projects and workforce ramp-ups in collaboration with vendors.
- Ensure timely deployment of contract staff for business operations and projects.
- Coordinate with internal stakeholders to track manpower utilization and forecast future needs.
Preferred Background:
- Experience in industries with high-volume or project-based hiring (e.g., construction, logistics, manufacturing, IT services).
- Exposure to regional or multi-country recruitment and vendor management.
Requirements:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Minimum 10+ years of HR experience, with a strong focus on talent acquisition and recruitment.
- Proven experience managing recruitment vendors, manpower agencies, and outsourcing partners.
- Strong understanding of manpower contracting models and agency headcount management.
- Demonstrated experience in large-scale hiring and project-based workforce deployment.
- Excellent negotiation, stakeholder management, and vendor management skills.
- Strong analytical mindset with the ability to use data to drive decisions.
- Knowledge of local labor laws and compliance related to contract staffing.
- Ability to thrive in a fast-paced, dynamic environment.
