Job Summary
Resorts World Sentosa is seeking an experienced learning and development professional to drive curriculum strategy and instructional design, delivering structured, end-to-end learning programmes. The role partners stakeholders to build workforce capabilities, enhance facilitation excellence, implement evaluation frameworks, and ensure learning effectiveness aligned with business transformation priorities in a dynamic environment.
Responsibilities:
Curriculum Strategy & Architecture
- Lead the design and development of structured, end-to-end learning curricula aligned to workforce transformation priorities and business capability needs
- Define curriculum pathways (foundation, intermediate, advanced) to support role-based and career-based development journeys
- Establish design standards, frameworks and governance for curriculum development across RWS Academy
- Work closely with internal stakeholders to conduct training needs analysis and develop in-house training content as part of RWS Academy's knowledge management
Instructional Design
- Apply instructional design methodologies (e.g. adult learning principles, blended learning design) to develop high-impact learning solutions
- Design engaging, learner-centric content incorporating experiential, scenario-based, and applied learning approaches
- Translate business requirements into structured learning journeys with clear learning outcomes, assessments, and success metrics
- Drive the conversion of content into effective and engaging digital and blended learning formats
Facilitation & Delivery Excellence
- Serve as a lead facilitator for key programmes, delivering high-impact learning interventions
- Continuously refine facilitation techniques to enhance learner engagement, retention, and application
- Coach internal trainers on facilitation skills and adult learning techniques
- Oversee the capabilities building for internal trainers on facilitation skills, adult learning techniques and quality assurance of training programmes
Learning Effectiveness & Measurement
- Design evaluation frameworks to assess learning effectiveness, knowledge transfer, and on-the-job application
- Analyse feedback, assessment data, and business outcomes to continuously improve curriculum design and delivery
- Plan and manage pre-course, during course and post-course administration responsibilities to ensure smooth implementation and conduct of in-house and external training programmes
- Partner stakeholders to link learning outcomes to business performance indicators
- Manage and guide the team to develop and implement new workforce development initiatives/ interventions in support of workforce transformation
- Participate in Human Capital or cross functional improvement projects
Requirements:
- Bachelor's Degree with minimum 6-8 years of relevant working experience
- Preferably candidates with WSQ Advanced Certificate in Learning and Performance (ACLP)
- Candidates with WSQ Diploma in Adult and Continuing Education (DACE)/ WSQ Diploma in Design and Development of Learning for Performance (DDDLP) will have an added advantage
- A collaborative team player with strong communication and presentation skills; creative, self-motivated, and able to work both independently and effectively within teams
- Possess strong planning, systems thinking, project management and process analytical capabilities
