The Opportunity:
We are looking for aSenior Manager, Human Resource Business Partner. The incumbent is responsible for aligning human resources initiatives with business objectives across assigned business units. This role serves as an advisor to the leaders of the Allied Health Professional and Pharmacist (AHP) job families in JHC and partner closely with the Allied Health Division for their admin & ancillary (A&A) staff in delivering innovative HR solutions that enhance organizational effectiveness and employee engagement.

Job Responsibilities:
A) Manpower Planning & Staffing

  • Guide Divisions / Departments in the respective business units in annual manpower planning and projection of manpower budget, review hiring request, ensuring that manpower budget supports the recruitment and retention of staff
  • Collaborate with Talent Acquisition team to proactively plan targeted recruitment strategies in alignment with the AHP and Pharmacy HOD's manpower work plans and projected attrition in meeting their manpower demands
  • Provide recommendations on workforce mix, redeployment, job redesigns and possible digitalization.
  • Identify workforce risk, including capability gaps, critical-role vulnerable, and attrition hotspots and suggest targeted intervention

B) Stakeholders Engagement

  • Engage and establish excellent working relationship with stakeholders, comprising of C-Suite leaders, HODs and employees.
  • Highly adaptable and agility to navigate with different AHP, Pharmacist and A&A of approximately 900 employees comprising of professional and support level staff.
  • Facilitate rollout and adoption of Group HR policies, ensuring divisional/ departmental HODs understand the new/revised HR policies and to implement management practices that align with policies and comply to regulations.
  • Partner Divisions / Departments in analyzing business trends and metrics to identify HR opportunities, risk and improvement. It could be in area of workflow process & procedure.

C) Performance Management, Compensation & Benefits

  • Drive performance driven culture within JHC Allied Health Division and departments under Clinical HOD.
  • Recognition of employees and identification of deserving employees for timely promotion.
  • Provide advisory to department on enlarged scope for promotion cases and performing job sizing, where necessary
  • Collaborate with Performance & Reward team to coordinate the promotion exercise twice per year (main and off-cycle) and annual TPM appraisal exercises for JHC AHP, Pharmacist and A&A staff
  • Gather information from JHC Allied Health Divisional Directors / HODs and Clinical HODs to support compensation review and payment harmonisation practices exercises led by Performance & Reward team.
  • Address staff queries on compensation matters, with support from Performance & Reward team.

D) Talent Management, Succession Planning and Employee Development

  • Partner Talent Management Specialist, JHC Allied Health Divisional Directors and HODs in annual talent identification and succession planning exercise.
  • Work with JHC Allied Health Divisional Directors / HODs and Talent Management Specialist on development posting opportunities for identified talents and potential successors.

E) Employee Relations and Engagement

  • Provide advisory to Allied Health Divisional Directors and HODs on complex employee relations and people risk matters, including exits, disciplinary cases, grievances, and investigations, with appropriate escalation to Management
  • Analyze attrition trend from exit interview survey and handle complaints, disputes and grievances. Conduct investigations and recommend appropriate resolutions.
  • Advise JHC Allied Health Divisional Directors and HODs on risk mitigation and possible legal exposure in people related matters
  • Partner JHC Allied Health Divisional Directors and HODs in providing comprehensive employee engagement assessments, proposing evidence base intervention that drive possible improvement in employee engagement.
  • Engage Employee Relation Specialists or Employee Engagement Team for support (where required)

F) Change Management

  • Partner HODs in organizational restructuring and change management initiatives
  • Support leadership transitions and integrations of newly forms teams or merged functions.
  • Liaise with respective stakeholders in cessation of business and deployment of staff within the cluster.

G) People Manager

  • Provide supervision, guidance, and support to team member.
  • Engage direct reports in career conversations and plan development programmes for team member.
  • Foster a positive and collaborative work environment that enhances productivity and engagement.

H) Others

  • Keep abreast and work progressively on the human resource related policies, make recommendations to ensure that they are relevant and in compliance with the regulatory requirements and are up to date with the healthcare climate changes.
  • Partner with Centres of Excellence and relevant key stakeholders in the delivery of key HR projects and initiatives.
  • Contribute to OJT learning through sharing good practices.
  • Any other projects assigned.

Job Requirements:

  • Bachelor's degree from a recognised university.
  • A postgraduate diploma in Human Resource Management will be an advantage.
  • At least 8 years of relevant HR experience, with a strong understanding of day-to-day HR operations, the Employment Act, and other HR-related legislation.
  • Proficient in Microsoft Office applications, including PowerPoint, Excel, and Word.
  • Strong team player with excellent interpersonal and communication skills, and the ability to build relationships and influence stakeholders effectively.
  • Capable of managing multiple priorities and working independently in a dynamic and fast-paced environment.
  • Prior experience in the healthcare sector and familiarity with SuccessFactors HRIS would be advantageous.
