Role Overview
We are seeking a Senior Manager, Halal Assurance & Regulatory Affairs to spearhead our long-term Halal governance strategy. As a key leader within our Compliance division, you will be responsible for the architectural design and operationalization of our Halal Assurance Management System (HALMQ). The ideal candidate will be a technical authority with deep experience in Singapore's regulatory landscape, focused on driving the highest standards of integrity across our diverse supply chain and retail footprint.
Key Responsibilities:
Strategic Governance & Compliance
- Framework Leadership: Drive the development and continuous improvement of the Group's Halal Management System, ensuring 100% alignment with MUIS Halal Certification Conditions.
- HALMQ Architecture: Serve as the subject matter expert for the HALMQ framework, overseeing process mapping, Halal Assurance Point (HAP) identification, and rigorous documentation standards.
- Regulatory Diplomacy: Act as the primary liaison with MUIS and other statutory bodies, managing complex certification portfolios and leading proactive engagement during site inspections.
- Audit Excellence: Lead the Halal Internal Committee (HIC) to maintain a state of constant audit-readiness, conducting multi-site internal audits and performance reviews.
Technical & Supply Chain Integrity
- Technical Advisory: Provide expert scientific guidance on raw material sourcing, ingredient verification, and laboratory analysis (including origin and process verification).
- Capability Building: Design and oversee the implementation of specialized training modules to foster a culture of compliance and technical competence across the workforce.
Stakeholder Engagement & Brand Integrity
- Strategic Communications: Advise on technical clarifications for internal and external stakeholders to ensure transparency and accuracy regarding Halal status.
- Community & Marketing Liaison: Collaborate with Marketing and Social Media teams to ensure seasonal campaigns and community outreach align with cultural nuances and consumer expectations.
- Trend Monitoring: Proactively monitor global supply chain shifts and emerging food science trends to ensure the organization remains ahead of regulatory or community concerns.
Experience & Qualifications:
- Regulatory Expertise: Minimum 5-8 years of experience in Halal compliance, with significant experience navigating the Singapore regulatory environment (experience within or collaborating directly with MUIS is highly preferred).
- HALMQ Implementation: Proven track record of building and scaling HALMQ frameworks within large-scale commercial, manufacturing, or retail environments.
- Education: Bachelor's degree in Food Science, Chemistry, Shariah/Halal Science, or a related technical field.
- Certification: Must possess a valid Lead Auditor certification or or with past experience in conducting Halal audits.
Technical & Soft Skills:
- Systems Thinking: Mastery of the 7 Principles of Halal Assurance and their integration with broader food safety standards (HACCP/ISO 22000).
- Analytical Rigor: Ability to interpret complex laboratory reports and assess their implications on Halal integrity with high precision.
- Diplomatic Communication: Exceptional ability to communicate technical requirements to non-technical stakeholders with empathy, clarity, and professionalism.
- Resilience: Demonstrated experience in managing high-stakes compliance environments and maintaining brand integrity under pressure.
