[What the role is]
The Gaming Governance & Strategy (GG&S) team at Tote Board plays a pivotal role in overseeing strategic gaming matters, ensuring that Singapore Pools Private Limited (SPPL) operates in a socially responsible manner while countering illegal gambling. GG&S also supports Tote Board's critical role for the closure of the Singapore Turf Club (STC) ensuring a dignified transition and land handover for redevelopment.
[What you will be working on]
Your key responsibilities will include the following:
- Management of STC's Closure
- Lead and coordinate multi-agency workstreams across operational transition, stakeholder engagement, heritage preservation, and land handover.
- Support GG&S procurement-related activities and management of consultants/vendors for the closure of STC.
- Liaise with government agencies to ensure policy alignment and coordinated communications.
- Oversee the project budget, monitor project risks and ensure compliance with governance and audit frameworks
- Gaming Governance & Strategy
- Support Senior Management in matters relating to the governance oversight of Tote Board's subsidiaries.
- Evaluate and analyse key initiatives or proposed policies and provide inputs / recommendations and track subsequent key developments.
- Engage in strategy development and review of gambling-related matters, including synthesising multiple sources of information to develop roadmaps in support of the Tote Board Group's mission.
- Develop and implement effective engagement plans to drive regular dialogues and collaboration with key stakeholders.
- Analysis of research findings and trends to support policy or strategy review and formulation.
- Manage selected risk matters as part of the organisation's enterprise risk management framework and conduct risk assessment and monitoring of key risk indicators.
Requirements:
- At least 5 years of relevant working experience in project management, policy evaluation, or strategic planning.
- A track record in managing multi-agency projects, especially those involving land redevelopment, asset management, or governance oversight would be an advantage.
- Strong policy acumen and strategic thinking skills, including ability to formulate effective strategies, examine policy issues and plan with a longer-term perspective
- Excellent written and communication abilities, especially in expressing complex ideas simply
- Good interpersonal skills, with the ability to engage and manage multiple stakeholders effectively to achieve win-win outcomes
- Proficient in Microsoft Office, specifically, Excel and PowerPoint
- Ability to analyse and evaluate research, make sense of different opinions and views, and distil into useful key insights to inform strategies or decisions
