Job Description

The Role

The Kallang Group Pte Ltd (TKG), a wholly owned subsidiary of the The Kallang Group Holding Co Pte Ltd which is incorporated by Sport Singapore (SportSG), is established to manage the Kallang Alive Precinct including National Stadium, Singapore Indoor Stadium, Kallang Tennis Hub and Kallang Football Hub. This centrally located precinct is Singapore's premier sports, entertainment and lifestyle hub with integrated community programming. TKG aims to bring to life Singapore's vision of the Kallang Alive Precinct as a national icon by maximising the full potential of the integrated sports, entertainment and lifestyle development.

With the new upcoming 18,000 seats indoor arena and relocated Home of Team Singapore (HTSG) within the 90-hectares precinct, TKG is tasked with the expanded responsibilities of planning and operating of majority of the new and existing building facilities including the public spaces; for and on behalf of the government. Relatedly, under the SG Green Plan, a national initiative aimed at advancing sustainable development by 2030, focusing on key areas including cleaner energy, green infrastructure, resilient city planning, sustainable living and a circular economy, maintaining standards and certification of the current buildings and ensuring on setting specific goals and objective of the new/ upcoming building are eminent to overall success in this whole-of-nation effort across industry-community and government.

Responsibilities:

This role serves as the subject matter experts for building system & its fabric for all buildings within the 90-hecatares precinct, maintained and operated by TKG. These facilities include but not limited to: National Stadium, Singapore Indoor Stadium, Kallang Tennis Hub, Kallang Football Hub and upcoming buildings defined by Kallang Alive Master Plan.

The role shall lead, plan and manage building system the maintenance and operations of Kallang Alive Precinct and facilities. Plays a role of system manager to manage the building system from life cycle cost perspective; from cradle, operation, mid-life upgrade & enhancement and condemnation. Manage service provider ensuring maintenance work meet the contractual terms. Review and prepare tender specifications, responsible for preventive and corrective maintenance, life cycle cost budget plans, proposed improvement initiatives and sustainability programs. Working with key stakeholders both internal and external, including government regulatory agencies, SportSG, contracted consultants and vendors, this role will be eminent in ensuring system operations are align with business objectives.

Key responsibilities include:

System planning and execution:

  • Overseeing the planning and management of building system and its fabric such as Furnishing, Furniture and Equipment (FFE), Interior finishes (carpet, tiles, walls/partitions & glazing, ceiling and doors & ironmongery), exterior finishes (roof system, façade, cladding, water proofing, lourves), clash barriers, track & pitch, floor/road, stadium seats, curtain and decorative hardscape.
  • To lead and manage service provider for management of building system.
  • Responsible in preventive & corrective maintenance and ensuring KPIs and SLA are met, equipment condition assessment and mid-life upgrade or expansion, Life Cycle Cost (LCC) management, authority licensing requirements, inventory & spares management and condemnation.
  • Subject Matter Experts (SME) in building system.
  • To work with service provider in ensuring the building system and its fabric are well upkept, in good and sustainable operating conditions; support and provide technical advisory for in-house TKG team for project work; to support and provide technical advise for future upgrading development.
  • Addressing complex challenges that may arise during the development process, providing technical solutions and making critical decisions while seeking relevant stakeholders alignment.
  • Cascade environmental sustainability measures to realise the organisation's green building strategies.

Manage Budget and Contracts:

  • To support and review tender specifications for building systems.
  • Review maintenance contracts and budget plans for building system.
  • Collaborating with finance and procurement teams to ensure procurement of projects and compliance with project governance.
  • Audit and monitor the performance standards of service provider.

Drive continuous improvement initiatives:

  • Analyse data and proposed continuous improvement initiatives to improve system operation efficiency, cost optimisation operation and reliability for the building system.
  • Conduct cost-benefit analyses.
  • Keep abreast of latest developments of built environment trends and technologies.
  • Evaluate technical and progress reports to propose for improvements.

Manage people and organisation:

  • Collaborating with various Business Groups within TKG and among the Project Management Team lead.
  • Providing technical guidance, mentorship and motivation to foster a culture of innovation, collaboration and continuous improvements.
  • Maintain trust and rapport with users through consistency in service standards.

General:

  • Perform any other duties assigned by HOD.

Skills & Education

  • Minimum 12-15 years industry experience in overseeing maintenance of large scale mission critical facilities.
  • Graduate Degree in Property/Building or Facilities Management or relevant engineering qualification.
  • Managed multi-disciplinary teams including sub-contract vendors.
  • Proven track record in managing and leading specialists team(s), addressing both internal and external stakeholders.
  • Knowledge in complex issues relating to precinct operations and users requirements.
  • Prior experience with design, installation, commissioning, maintenance and condemnation of building systems are essential.
  • Experience in management of building services and facilities operation as well as improvement projects will be an advantage.
