1. Responsibilities
. Strategic Design Management: Lead and oversee the design and engineering matters for both ongoing large-scale infrastructure projects and new tenders.
. Stakeholder Coordination: Work closely with consultants, subcontractors, and clients to define the scope of services, design concepts, and project deliverables.
. Technical Proposals & Tenders: Manage the preparation of technical requirements for tenders and PQs, handling client clarifications and status presentations.
. Risk & Compliance: Ensure all designs strictly comply with contractual requirements and international standards. Identify and mitigate potential risks impacting project performance.
. Advanced Analysis: Oversee complex structural calculations, including tunnel support design, seismic design, and geotechnical FEM analysis.
. Project Oversight: Manage the progress, personnel, and budgets for project teams, ensuring timely design approval processes.
. Value Engineering: Apply Value Engineering principles to optimise design efficiency and cost-effectiveness.
2. General Requirements
. Education: Bachelor's degree (or higher) in Civil Engineering from a recognised university.
Language Skills:
. Proficiency in Japanese is highly advantageous. The ability to communicate fluently in Japanese is essential for effective coordination with Japanese headquarters, clients, and partners, as well as for the seamless application of Japanese engineering standards to international projects.
. Computer Skills: Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint) and professional CAD software(AutoCAD, Civil3D).
3. Particular Requirements
. Professional Experience: At least 15 years of experience in civil design and engineering, specifically within a main contractor environment.
. Management Experience: Minimum 10 years of experience managing the design of large-scale projects (exceeding 50 million SGD).
Technical Expertise:
. Substantial experience in tunnelling(NATM/Shield), underground spaces, and heavy infrastructure.
. Knowledge of Land Civil Works, such as underground infrastructures, including temporary structures for their construction, is highly advantageous.
. Proficiency in design and analysis software such as SAP2000, Plaxis, or equivalent.
. Standards: Deep understanding of international design standards, including Japanese Standards, British Standards, and Singapore Standards.
. Professional Certification: Must be a Professional Engineer (Technical Professional) or hold an equivalent senior engineering qualification.
