The Human Resource Development (HRD) division drives VITAL's transformation as the Government's corporate shared services provider by strengthening organisational capability, enhancing employee experience and fostering a future-ready workforce.
As Senior Manager/ Assistant Director, HR Development, you will lead the development and implementation of integrated organisation development and workforce capability strategies to strengthen organisational effectiveness, build workforce readiness and cultivate a high-performing and engaged workforce. You will partner senior management and divisions to drive change, develop organisational capabilities, strengthen employee experience and support VITAL's strategic objectives.
What You Will Be Working On
Organisation Development and Employee Experience
- Lead VITAL's organisation development strategy to enhance organisational effectiveness, employee engagement and workforce experience.
- Oversee organisation diagnosis efforts, including employee engagement surveys, organisational assessments and the implementation of data-driven interventions.
- Drive organisational culture, employee value proposition, employer branding and staff engagement initiatives to foster a high-performing and inclusive workplace.
- Champion staff well-being, inclusivity and employee experience initiatives through strategic partnerships and organisation-wide programmes.
- Develop and implement internal communication, change management and engagement strategies to support organisational priorities and transformation efforts.
Workforce Capability Development - Lead VITAL's workforce capability development strategy to strengthen workforce readiness and support organisational priorities.
- Drive organisation-wide capability planning, including learning needs analysis, identification of future skills and workforce development priorities.
- Oversee the development, review and implementation of competency frameworks and role-based competency profiles to support organisational and workforce needs.
- Provide strategic oversight of capability development initiatives, including onboarding, orientation and On-the-Job Training frameworks, to enhance workforce effectiveness and employee experience.
- Partner divisions to identify emerging capability requirements, develop workforce solutions and evaluate the effectiveness of capability development interventions.
Continuous Improvement and Innovation - Scan emerging trends and best practices in organisation development, workforce transformation, capability development and learning to future-proof organisational capability.
- Champion a culture of continuous learning, innovation and growth across the organisation.
- Drive innovation and leverage technology to enhance HRD effectiveness, productivity and employee experience
What We Are Looking For
- Minimum 6–8 years of relevant experience in organisation development, workforce capability development, learning and development, employee engagement or related fields.
- Strong understanding of organisation development, competency management, workforce capability building and change management.
- Demonstrated experience in designing and implementing organisation-wide people development and capability-building initiatives.
- Strong stakeholder management and influencing skills, with the ability to engage senior leaders and work effectively across teams.
- Strong analytical, conceptual thinking and problem-solving skills.
- Excellent communication, facilitation and presentation skills.
- Experience in leveraging workforce insights and data analytics to inform organisational and workforce decisions.
