We are seeking an experienced Senior M&E Executive cum Senior Fire Safety Manager to lead the M&E and fire safety operations of a Grade A commercial / mixed development.
The successful candidate will be responsible for ensuring the safe, reliable and efficient operation of all building M&E systems, while maintaining high standards of fire safety, statutory compliance, property management and customer service.
Key Responsibilities
M&E & Facilities Management
- Lead and supervise the M&E team in the day-to-day operation and maintenance of building M&E systems.
- Manage electrical installations, ACMV/HVAC, lighting, generator sets, fire protection systems, lifts and escalators, telecommunications, AV systems and other building services.
- Develop and implement preventive and comprehensive maintenance programmes.
- Monitor contractors, vendors and technicians to ensure works are completed safely, on time and to the required standards.
- Manage tenant fit-out applications and ensure compliance with building requirements.
- Support tender exercises, including preparation of specifications, site show-rounds and tender clarifications.
- Manage maintenance contracts, budgets, expenditure and procurement of parts and services.
- Prepare monthly management reports, budget reports and proposal papers.
- Lead the M&E team to achieve operational KPIs and service standards.
Fire Safety Management
- Act as the Senior Fire Safety Manager (FSM) and oversee fire safety management for the development.
- Ensure compliance with all applicable fire safety requirements, regulations and statutory requirements.
- Manage fire protection systems and ensure they are properly maintained, tested and operational.
- Establish and maintain emergency response procedures for fire, power failure, flooding, pipe burst and other emergency situations.
- Coordinate with relevant authorities, contractors and stakeholders on fire safety matters.
- Participate in emergency preparedness exercises and CERT activities.
- Ensure the property meets required fire safety, audit and compliance standards.
Sustainability
- Monitor building utilities consumption and identify irregular usage.
- Prepare sustainability reports with trend analysis.
- Support and drive energy efficiency and sustainability initiatives.
- Ensure compliance with Green Mark requirements and work closely with Green Mark consultants.
Budgeting & Reporting
- Prepare annual operating budgets and quarterly forecasts.
- Monitor expenditure and ensure cost-effective delivery of maintenance services.
- Review and approve invoices and service contracts within delegated authority.
- Prepare accurate and timely monthly performance and variance reports.
Requirements
- Valid Senior Fire Safety Manager (FSM) certification is essential.
