About Civil Service College:

The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister's Office. We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service.

CSC brings together public officers from diverse backgrounds and provides them with opportunities for learning and skills upgrading. Our service-wide networks enable public officers to build capabilities, develop shared ethos and gain deeper perspectives, creating a collaborative environment for dialogue and knowledge sharing. Through our programmes and services, CSC aims to strengthen strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

What the role is:

Join the Civil Service College's Institute of Governance and Policy (IGP) team, where you'll play a pivotal role in shaping the capabilities of Singapore's policy and planning officers and leaders. Collaborating with senior thought leaders and policy practitioners, you'll not only strengthen Singapore's public sector capabilities but also gain learning opportunities for professional growth and leadership in this sector. As part of this dynamic team, you'll lead the design of cutting-edge learning and development initiatives for the policy and planning community, including physical and digital content, courses, and practitioner-driven case studies.

What you will be working on:

  • Design and deliver impactful learning solutions for policy and planning officers and senior leaders
  • Build and nurture strong partnerships with key stakeholders, including the Public Service Division and policy units in government agencies, to ensure that the learning agenda remains at the forefront of evolving public service needs
  • Create high-impact learning content, from case studies to advanced training materials
  • Undertake facilitation and moderation, to foster deep, actionable insights in engaging learning environments

What we are looking for:

  • Interest in policy, public affairs, learning and development
  • Relevant fields like Public Policy, Political Science, International Relations, Media, Communications or related disciplines
  • Experience in or policy-related work, whether in government, private sector L&D, consultancies, or think tanks
  • Exceptional analytical, writing and communication skills
  • Proven ability to build and maintain strategic relationships, engage and negotiate with senior stakeholders
