We are seeking an experienced Senior IT Project Manager with a strong background in application development to join our onsite team at a major Japanese banking institution in Singapore. This position consists of two clearly defined roles:
(1) acting as the client-side Project Manager responsible for banking system and application development projects, and
(2) serving as the Team Leader for SCSK Asia Pacific, leading and managing approximately 30 onsite members working locally in Singapore. The role is critical to ensuring successful project delivery, stable operations, and effective leadership of a large onsite IT organization.
Roles & Responsibilities
1. Role 1: Client-side Project Manager (Banking Systems)
- Act as the client-side Project Manager for IT and application development projects at the Singapore site
- Execute Head Office-led global or regional initiatives and manage local delivery
- Manage end-to-end project scope, schedule, cost, quality, and risks
- Coordinate closely with business users, Head Office IT teams, and development / operations teams
- Ensure compliance with banking IT standards, governance frameworks, and internal controls
2. Role 2: SCSK Asia Pacific Onsite Team Leader
- Serve as the onsite Team Leader for SCSK Asia Pacific at the client site
- Lead and manage approximately 30 onsite members, including permanent employees, business partners, and vendors
- Oversee contract management and vendor governance
- Conduct performance evaluations and talent development for permanent staff
- Approve timesheets, invoices, and administrative requests
- Promote continuous improvement, operational stability, and team capability development
Required Qualifications
- 5-10 years of professional experience as an IT Project Manager with hands-on application development experience
- Strong understanding of banking systems and financial services IT
- Proven experience managing application development projects using the Waterfall development model
- Solid understanding of application architecture and system development lifecycle
- Demonstrated leadership experience managing mid- to large-sized onsite teams
- Business-level Japanese communication skills (JLPT N1 Level),for urgent and accurate communication with Japanese customer, regarding highly specialized areas
- Business-level English communication skills (spoken and written)
Preferred Qualifications
- Experience working with Japanese financial institutions or Japanese IT vendors
- Experience in onsite, client-facing project management roles
- Knowledge of IT service management or IT governance frameworks
