About the Job

The Senior Human Resources Executive (Payroll, Compensation and Benefits Partner) plays a pivotal role in managing end-to-end payroll processing, employee compensation structures, and benefits administration. This position ensures compliance with tax laws, labour regulations, and organisational policies, while serving as the primary contact for Centres and Departments of The Salvation Army Singapore Regional Headquarters on matters related to compensation, benefits, and labour agreements.

As a trusted HR partner and advisor, the Senior Human Resources Executive (Payroll, Compensation, and Benefits Partner) supports management in delivering people strategies with consistency, governance, and best practices across the employee lifecycle. Working closely with the HR team, the role ensures that HR systems, practices, and processes are aligned with The Salvation Army's Vision, Mission, and Values, as well as applicable statutory, regulatory, and legislative requirements of the respective jurisdictions, laws, acts, and statutes.

The ideal candidate will bring deep expertise in compensation and benefits programs, offering guidance and insights to strengthen HR strategy and organisational stewardship.

KEY RESPONSIBILITIES

Payroll Management

  • Administer and execute monthly/bi-weekly payroll, including gross-to-net calculations, overtime, deductions, and statutory contributions (e.g., CPF in Singapore).
  • Ensure accuracy, timeliness, and compliance with statutory and organizational requirements.
  • Perform tax clearance (IR21) for foreign employees and manage work pass levies, ensuring compliance with IRAS and MOM regulations.
  • Liaise with Finance and relevant stakeholders to resolve payroll queries and discrepancies.
  • Maintain accurate employee records within HRIS/payroll systems and support audits and reviews.

Compensation & Benefits

  • Manage compensation programs including base pay, incentive pay, equity programs, and allowances.
  • Support annual salary reviews, performance bonuses, and market benchmarking.
  • Conduct market research and analysis to ensure competitiveness and alignment with organisational objectives.
  • Develop and implement compensation and benefits policies, ensuring compliance with laws and regulations.
  • Coordinate the annual merit review process, ensuring equity and consistency in performance evaluations and salary adjustments.

Benefits Administration

  • Oversee employee benefits programs including medical/dental insurance, leave administration, and wellness initiatives.
  • Act as liaison with vendors and manage enrolment/termination of staff medical benefits (e.g., Alliance MediNet).
  • Submit WICA (Work Injury Compensation Act) reports and claims on behalf of The Salvation Army Singapore Region.
  • Complete government surveys and reporting requirements from Ministries and Agencies.

Compliance & Reporting

  • Ensure adherence to local labour laws and tax regulations.
  • Prepare reports for HR audits, budgeting, forecasting, and compensation/benefits cost analysis.
  • Provide guidance to HR colleagues, managers, and employees on compensation and benefits matters.

Human Resource Business Partnering (Regional Headquarters)

  • Act as the key HR Business Partner with the 7 Departments at Regional Headquarters - Public Relations, Finance, Information Technology, Property, Programmes, Strategic Planning and Research, providing both strategic and operational HR advice on employee matters, including performance management, disciplinary cases, grievance handling, and staff engagement.
  • Ensure consistent application of HR policies, procedures, and employment practices in alignment with Regional and Territorial standards.
  • Support organisational change initiatives by providing HR guidance, implementation support, and communication coordination.

Any other duty as assigned by Supervisor/Reporting Officer or Head of Human Resources, as a member of the RHQ HR team.

QUALIFICATIONS

Qualifications, Experience and Competencies

  • Degree in Human Resources, Accounting, or related discipline.
  • Minimum 5 years of relevant HR experience in payroll and compensation.
  • Strong knowledge of Singapore Employment Laws and Regulations.
  • Proficiency in HRIS/payroll systems (e.g., Frontier) and advanced MS Excel skills.
  • Excellent analytical and problem-solving abilities with high attention to detail.
  • Strong written and oral communication skills in English.
  • Ability to multi-task, prioritise competing demands, and manage multiple workstreams concurrently.
  • Demonstrated ability to adapt in an evolving and dynamic environment, including changes arising from digital transformation and organisational initiatives.
  • High integrity and confidentiality in managing sensitive HR and payroll information.
  • Collaborative team player with the ability to work across diverse Departments and Centres.

Other Information

DUTY HOURS

The total work hours is 44 hours per week.

Under normal circumstances the hours of duty will be as follows:

8.30am to 5pm - Monday to Friday (1 hour lunch break)

It will be at the discretion of your Centre/Department in charge or his/her assigned representatives to determine whether you will be required to work any of the unutilised hours according to the operational needs of the Centre/Department and within the legitimacy of the employment laws where applicable.
