Key Responsibilities
1. HSSE Leadership & Culture
- Champion a zero-harm culture through visible and consistent HSSE leadership
- Drive workforce engagement via:
Safety conversations
Site walkthroughs
- Behavioural safety interventions
- Promote individual accountability and line ownership of safety
- Embed continuous improvement and learning from incidents
2. Regulatory Compliance & Governance
Singapore Workplace Safety & Health (WSH) Act and Regulations
Fire Safety Act (SCDF) and NEA environmental requirements
WSH (Operation of Cranes) Regulations
- Act as the appointed Workplace Safety & Health Officer (WSHO)
- Interface with MOM, SCDF, NEA and manage inspections, audits, and reporting
- Ensure alignment with corporate HSSE standards and requirements
3. Process Safety & Major Risk Management
- Lead implementation and continuous improvement of Process Safety Management (PSM) systems
- Ensure high-risk scenarios (e.g., loss of containment, fire and explosion hazards) are:
Identified
Assessed
Controlled through effective safeguards
HAZOP, HAZID, QRA, and risk assessments (HIRARC)
- Monitor and manage process safety performance, including high-potential incidents
4. Operational Safety – Plant, Terminal & Warehouse
- Ensure safe operations across:
Lubricant blending processes
Tank farm and bulk storage systems
Warehouse storage (drums, IBCs, packaged products)
- Implement and maintain controls for:
Chemical handling and storage
Spill prevention and containment
Traffic and pedestrian segregation
5. Lifting, Crane & Material Handling Safety
- Establish and enforce standards for:
Crane and lifting operations
Forklift and powered industrial vehicle operations
Approved lifting plans and risk assessments
Certified and competent operators
Periodic inspection and maintenance of equipment
- Manage risks associated with:
Load handling
Vehicle-pedestrian interface
Warehouse logistics activities
6. Permit-to-Work & High-Risk Work Control
- Implement and maintain a robust Permit-to-Work (PTW) system covering:
Hot work
Confined space entry
Work at height
Lifting operations
- Ensure strict adherence to:
Isolation and lockout/tagout (LOTO) controls
Gas testing requirements
Job safety analysis prior to execution
7. Incident Prevention & Investigation
- Drive proactive incident prevention strategies
- Lead investigations using structured Root Cause Analysis (RCA) methodologies
- Ensure timely and accurate reporting of:
Incidents
Near misses
Dangerous occurrences
- Track and improve key performance indicators:
TRIR (Total Recordable Incident Rate)
LTIFR (Lost Time Injury Frequency Rate)
High-potential and process safety events
8. Emergency Preparedness & Response
- Develop and maintain site Emergency Response Plans (ERP)
- Ensure readiness for:
Fire and explosion scenarios
Chemical and oil spills
Warehouse incidents (e.g., forklift accidents, load collapse)
- Conduct and evaluate emergency drills
- Coordinate with SCDF and external emergency responders
9. Contractor & Logistics Safety Management
- Implement robust contractor HSSE management systems
- Ensure contractors comply with site safety requirements and standards
- Manage HSSE risks for:
Maintenance and project contractors
Transport and logistics providers
Road transport
Loading/unloading operations
10. Management Systems, Assurance & Continuous Improvement
ISO 45001 (Occupational Health & Safety)
ISO 14001 (Environmental Management)
- Lead internal and external audits and verification activities
- Track closure of audit findings and corrective actions
- Promote continuous improvement through:
Lessons learned
HSSE performance reviews
Professional Experience
- Degree in Engineering, Environmental, Safety, or related discipline
- Registered Workplace Safety & Health Officer (WSHO) – MOM (Mandatory)
- Minimum 12–15 years of HSSE/WSH experience
- Strong background in:
Lubricant, petrochemical, or oil & gas industry
Terminal and tank farm operations
Warehouse and logistics safety
Lifting and material handling operations
- Proven leadership experience in high-risk industrial environments

Essential Criteria
- Demonstrated expertise in Process Safety Management (PSM) and major risk control

- Proven experience in manufacturing and/or warehouse operations safety management
- Working knowledge of terminal or tank farm operations and associated risks
- Hands-on experience managing high-risk activities:
Permit-to-Work systems (PTW)
Hot work, confined space, lifting operations
- Experience overseeing forklift, crane, and material handling safety in industrial environments
- Strong track record in incident investigation and Root Cause Analysis (RCA)
- Experience implementing and maintaining ISO 45001 and/or ISO 14001 management systems
- Demonstrated ability to enforce operational discipline and compliance standards
- Proven leadership capability with experience influencing cross-functional teams and contractors
