Job Summary
We are seeking an experienced and proactive Senior HROfficer to oversee the full spectrum of Human Resources functions and supportthe company's growing operational and project manpower requirements. Thesuccessful candidate will play a key role in recruitment, employee relations,manpower planning, HR administration, and ensuring compliance with Singaporeemployment legislation and company policies.
The ideal candidate should be able to thrive in afast-paced, project-based environment and effectively manage a largeoperational workforce.
Key Responsibilities
Human Resources Operations
- Manage the full spectrum of Human Resources functions, including recruitment, onboarding, employee lifecycle management, performance management, employee relations, training and development, compensation and benefits, and offboarding.
- Ensure HR policies, procedures, and practices are implemented consistently across the organisation.
- Maintain accurate employee records, personnel files, HR databases, and documentation.
Recruitment & Manpower Planning
- Manage the end-to-end recruitment process, including job advertising, candidate sourcing, screening, interview coordination, offer preparation, onboarding, and induction.
- Partner with hiring managers and department heads to identify manpower requirements and support workforce planning.
- Coordinate recruitment activities to meet operational and project manpower requirements within stipulated timelines.
- Build and maintain a pipeline of qualified candidates for operational and project-based positions.
Work Pass & Employment Administration
- Administer work pass applications, renewals, cancellations, and related employment matters where applicable.
- Prepare employment contracts, confirmation letters, promotion letters, disciplinary letters, and other HR correspondence.
- Ensure all employment documentation complies with company policies and applicable legislation.
Employee Relations
- Handle employee enquiries, grievances, disciplinary matters, and workplace issues professionally and confidentially.
- Provide HR advice and guidance to managers and employees on HR policies and employment-related matters.
Performance & Training
- Coordinate performance appraisal exercises and support performance management initiatives.
- Identify training needs and coordinate learning and development programmes.
- Monitor employee probation and confirmation processes.
Compliance & Reporting
- Ensure compliance with the Employment Act, MOM regulations, and other applicable employment legislation.
Job Requirements
- Bachelor's Degree in Human Resources, Business Administration, Management, or a related discipline.
- Minimum 5 years of relevant Human Resources experience.
- Experience managing the full spectrum of HR functions.
- Good knowledge of Singapore employment legislation, HR best practices, and employment regulations.
- Experience supporting recruitment, employee relations, payroll coordination, and HR administration.
- Strong communication and interpersonal skills with the ability to build effective working relationships across all levels.
- Strong organisational and time management skills with the ability to manage multiple priorities in a fast-paced environment.
- Meticulous, resourceful, proactive, and able to work independently with minimal supervision.
- Proficient in Microsoft Office applications and HR information systems.
Preferred Experience
Candidates should demonstrate experience supporting HRoperations in a fast-paced, project-based environment with a large operationalworkforce.
Experience supporting HR functions within the constructionindustry, including manpower planning, recruitment of site-based personnel,work pass administration, and employee relations for project-based operations,will be highly advantageous.
Applicants with proven experience managing high-volumerecruitment and HR operations in a dynamic operational environment will beviewed favourably.
