We are looking for an experienced Senior HR Manager to oversee and strengthen the full HR function of a shipping company in Singapore, with a strong focus on workforce planning, talent pipeline development, MOM compliance, and management of blue-collar workforce operations.
The successful candidate will play a key role in supporting business growth through strategic manpower planning, recruitment, compliance, employee engagement, and operational HR support.
Key Responsibilities
- Lead overall HR operations and support business manpower requirements
- Develop and execute workforce planning strategies aligned with operational needs
- Manage hiring plans and build strong talent pipelines for both blue-collar and white-collar positions
- Ensure full compliance with Singapore MOM regulations, employment laws, work pass requirements, and labour-related policies
- Handle onboarding, renewals, repatriation, accommodation coordination, and documentation for foreign workers
- Work closely with operations teams on manpower deployment, staffing levels, and workforce optimization
- Build and maintain recruitment networks, industry connections, and external talent channels
- Manage recruitment activities including sourcing, interviewing, offer management, and onboarding
- Support employee relations, disciplinary matters, grievance handling, and performance management
- Review and improve HR policies, SOPs, and internal processes
- Coordinate with external vendors, dormitory operators, agencies, and government authorities where required
- Monitor market trends, manpower challenges, and hiring activities within the industry
- Prepare HR reports, manpower forecasts, and workforce analytics for management
Requirements
- Degree or Diploma in Human Resources, Business Administration, or related discipline
- Proven HR management experience, preferably within industries managing blue-collar workforce (shipping, logistics, construction, manufacturing, marine, etc.)
- Strong knowledge of Singapore MOM regulations, Employment Act, work passes, and labour compliance
- Experience handling foreign workers and operational manpower planning
- Strong recruitment and networking capabilities with ability to build long-term talent pipelines
- Hands-on, operationally focused, and able to work in a fast-paced environment
- Strong communication and stakeholder management skills
- Ability to work closely with operations and management teams
- Organized, proactive, and solutions-oriented
