Job Description

Our client is looking for a SENIOR Human Resources Manager to join the team. The role will be supporting the company's growth in M&E, and building services sectors in Singapore. The Senior Human Resources Manager is responsible for leading and managing the full spectrum of HR functions to support business operations in the construction industry. This role oversees talent acquisition, employee relations, compensation & benefits, performance management, training & development, compliance with labor laws, and strategic HR initiatives. The incumbent will ensure manpower planning aligns with project demands while fostering a productive and compliant workforce environment.

Job Title : Senior HR Manager

Job location : West (Jurong area)

Working days : Monday to Friday (8.30am to 6pm)

Key Responsibilities

1. Strategic HR Management

  • Develop and implement HR strategies aligned with the company's business goals and project requirements.
  • Advise senior management on workforce planning, organizational development, and HR best practices.
  • Drive HR initiatives to improve employee engagement, retention, and productivity.

2. Recruitment & Manpower Planning

  • Lead end-to-end recruitment for office staff, site personnel, engineers, supervisors, and foreign workers.
  • Work closely with project and department heads to forecast manpower needs.
  • Manage onboarding and orientation programs for new employees.
  • Coordinate with recruitment agencies and government authorities on work pass applications.

3. Employee Relations & Performance Management

  • Handle employee grievances, disciplinary matters, and conflict resolution.
  • Develop and maintain performance appraisal systems and KPI frameworks.
  • Provide guidance to managers on employee performance and development plans.
  • Promote a positive workplace culture and employee engagement activities.

4. Compensation & Benefits

  • Oversee payroll, salary benchmarking, bonuses.
  • Review compensation structures to remain competitive within the construction industry.
  • Manage employee benefits including insurance, leave, and welfare programs.

5. Training & Development

  • Identify training needs and implement development programs.
  • Support succession planning and leadership development initiatives.
  • Ensure technical and safety-related certifications are up to date.

6. Compliance & Policy Management

  • Ensure compliance with employment laws, MOM regulations, workplace safety requirements, and company policies.
  • Maintain employee records, contracts, and HR documentation.
  • Review and update HR policies, SOPs, and employee handbook regularly.
  • Support internal and external audits related to HR matters.

7. Foreign Worker Management (Construction Industry)

  • Oversee dormitory, levy, work permit renewal, medical checkups, and repatriation matters.
  • Liaise with relevant government agencies on labor-related requirements.
  • Ensure compliance with regulations concerning migrant workers and site deployment.

8. HR Operations & Reporting

  • Lead and mentor the HR team.
  • Prepare HR reports, manpower statistics, and management dashboards.
  • Drive process improvement and HR digitalization initiatives.

Requirements

  • Bachelor's Degree in Human Resources, Business Administration, or related discipline.
  • Minimum 8-12 years of HR experience, with at least 5 years in managerial role.
  • Prior HR experience in construction / main contractor environment is highly preferred.
  • Strong knowledge of employment legislation, labor regulations, and work pass procedures.
  • Experience managing large workforce including site staff and foreign workers.
  • Strong leadership, communication, negotiation, and problem-solving skills.
  • Proficiency in HRIS and Microsoft Office applications.
