Job Description

Job Summary

We are seeking an experienced HR professional to oversee the Company's human resources administration, manpower planning and labour cost control functions in support of the Company's operational and management needs.

The successful candidate will be responsible for ensuring effective implementation of HR policies, compensation administration, management reporting requirements and employment compliance matters, while coordinating management expectations, local statutory obligations and day-to-day manpower needs.

Responsibilities

  • Oversee full-spectrum HR administration including recruitment, payroll, compensation & benefits, employee relations, performance management and training coordination.
  • Support the establishment, enhancement and continuous optimisation of the Company's HR management procedures to ensure effective implementation of company policies and compliance with statutory requirements.
  • Act as the key HR coordination point on manpower planning, labour cost budgeting, compensation administration, disciplinary matters, audit requirements, management reporting and HR policy implementation.
  • Develop annual manpower cost budgets and medium-term manpower planning proposals, including labour cost analysis, budget execution monitoring, manpower productivity review and workforce efficiency analysis.
  • Support HR improvement initiatives including manpower deployment adjustment, compensation framework review, performance assessment enhancement and organisational structure optimisation.
  • Provide practical HR management recommendations to senior management on employee retention, succession planning, key personnel management and overall human capital efficiency.
  • Develop and implement annual training plans and talent development programmes to support the Company's stable operation and management continuity.
  • Ensure effective implementation of HR management policies in accordance with statutory requirements and management standards.

Requirements

  • Degree qualified.
  • Minimum 12 years of progressive HR experience with substantial exposure in HR administration, manpower planning and labour cost management.
  • Proven hands-on experience in manpower budgeting, labour cost analysis, budget execution monitoring, compensation administration and HR policy implementation.
  • Prior experience coordinating HR matters within a matrix reporting, complex corporate or multi-stakeholder business environment.
  • Experience working within a large industrial corporate group, multinational company or highly regulated business environment preferred.
  • Strong report preparation, policy interpretation and stakeholder coordination skills.
  • Strong written communication skills with the ability to prepare structured management reports and coordinate with stakeholders across different regions.
  • Mature analytical judgment and ability to independently provide practical HR management recommendations.
