Job Description

About the Role

We are seeking an experienced facilities management professional to oversee the day-to-day technical and building operations of the assigned site. The successful candidate will be responsible for ensuring the facility remains safe, well-maintained, operationally efficient and compliant with all relevant statutory and fire safety requirements.

This role will also take on the appointment of Senior Fire Safety Manager (SFSM) and will work closely with clients, technical teams, contractors and regulatory authorities to maintain high standards of building performance, safety and service delivery.

Job Responsibilities

  • Take overall charge of site facilities management activities and ensure the smooth and safe operation of the building.
  • Undertake the role of Senior Fire Safety Manager (SFSM) and oversee compliance with SCDF requirements, Fire Safety Act, Fire Code and other applicable regulations.
  • Manage the performance and maintenance of key mechanical, electrical, fire protection and building services systems.
  • Establish appropriate preventive and corrective maintenance programmes to improve equipment reliability, asset performance and overall building uptime.
  • Monitor the condition and lifecycle of building assets and identify opportunities for improvement, replacement or upgrading.
  • Plan and coordinate fire safety and emergency preparedness activities, including the review of FEP, ERP, fire drills and emergency response procedures.
  • Lead engineers, technicians, contractors and external service providers in meeting agreed operational, safety, quality and service standards.
  • Work closely with clients and key stakeholders to understand operational requirements and ensure issues are addressed promptly and effectively.
  • Take ownership of facilities management budgets, maintenance expenditure, procurement activities and cost-control measures.
  • Carry out regular inspections, compliance checks, risk assessments and investigations into technical or safety-related incidents.
  • Develop and follow through on corrective and preventive actions arising from audits, inspections, incidents and operational reviews.
  • Coordinate with SCDF, BCA, consultants, clients and other relevant authorities on regulatory, technical and fire safety matters.
  • Ensure site activities comply with applicable WSH requirements, quality standards, company procedures and statutory obligations.
  • Provide direction and technical leadership during emergencies, major incidents and business continuity situations.
  • Identify opportunities to improve operational processes, service delivery, safety performance and overall facilities efficiency.

Requirements

  • Diploma or Degree in Engineering, Facilities Management, Building Services or a related field.
  • Valid registration as a Senior Fire Safety Manager (SFSM) recognized by SCDF is required.
  • At least 5 years of relevant experience in facilities management, building operations, technical services and/or fire safety management.
  • Prior experience in managing site-based facilities operations and technical teams.
  • Good working knowledge of building M&E infrastructure, fire protection systems, maintenance practices and statutory requirements.
  • Experience managing facilities in commercial, healthcare, industrial, institutional or mixed-use environments will be advantageous.
  • Strong capabilities in team leadership, contractor management, client engagement and stakeholder coordination.
  • Good understanding of facilities contracts, operational budgets and service performance management.
  • Strong analytical and problem-solving skills, with the ability to make sound decisions during operational challenges.
  • Good communication and interpersonal skills, with the confidence to engage clients, contractors, consultants and regulatory authorities.
  • Comfortable being contacted outside normal working hours to support critical operational or fire safety matters when necessary.
