RESPONSIBILITIES

About the Job

The role of the Senior Human Resources Executive is to provide HR Business Partnering support to Departments/Centres, and to administer the human resources operations of the Singapore Regional Headquarters in relation to The Salvation Army's human resources programmes, procedures, policies, employee benefits, and labour agreements.

The Senior Human Resources Executive serves as a key HR partner and advisor, supporting management in the effective delivery of people strategies and ensuring consistency, governance, and best practices across Departments/Centres throughout the employee lifecycle.

Working closely with the HR Team, the Senior Human Resources Executive ensures that human resource management systems, practices, and processes are aligned with The Salvation Army's Official Minutes, Vision, Mission and Values, as well as applicable statutory, regulatory, and legislative requirements of the respective jurisdictions, laws, acts, and statutes.

Key Accountabilities

The job holder will:

  • Liaise closely with line managers to understand critical workforce requirements, project future skills demand, and collaborate with hiring managers to prioritise recruitment and workforce planning needs.
  • Influence Department/Centre managers to support the effective assimilation and onboarding of new hires into the organisation.
  • Guide Department/Centre managers to focus on learning and development programmes to bridge staff capability gaps, build new skills, and strengthen workforce competence.
  • Partner Departments/Centres in the identification and management of highpotential talent, including supporting the implementation of succession planning initiatives.
  • Work with line managers on employeerelated issues and provide HR support throughout the employee lifecycle, including exit and retirement processes.
  • Administer the full spectrum of human resources functions, ensuring effective, compliant, and consistent HR service delivery.

Key Responsibilities

1. Human Resource Business Partnering (Peacehaven Group)

  • Act as the key HR Business Partner at Regional Headquarters with Peacehaven Group, providing both strategic and operational HR advice.
  • Support Centre leaders and advise Peacehaven HR Team on employee relations matters, including performance management, disciplinary cases, grievance handling, and staff engagement.
  • Ensure consistent application of HR policies, procedures, and employment practices across Peacehaven Group in alignment with Regional and Territorial standards.
  • Support organisational change initiatives by providing HR guidance, implementation support, and communication coordination.

2. Learning and Development (L&D)

  • Coordinate and support Learning & Development initiatives at Regional Headquarters for Departments and Centres.
  • Conduct training needs analyses in consultation with management to identify skills gaps and development priorities.
  • Plan, administer, and monitor onboarding, mandatory training, professional development, and leadership development programmes.
  • Maintain accurate training records and support reporting on training participation and outcomes.
  • Coordination and administration of bimonthly orientation programmes for new staff, to support effective onboarding, organisational assimilation, and alignment with The Salvation Army's mission, values, and governance framework.

3. Payroll Processing and HR Administration

  • Administer and support endtoend payroll processing, ensuring accuracy, timeliness, and compliance with statutory and organisational requirements.
  • Manage payrollrelated matters including salaries, allowances, overtime, leave administration, and statutory contributions.
  • Liaise with Finance and relevant stakeholders to resolve payroll queries and discrepancies.
  • Maintain accurate employee records within HR and payroll systems and support audits and reviews as required.

4. Additional Responsibilities

  • Support recruitment and onboarding processes, including employment documentation and induction coordination.
  • Ensure compliance with employment legislation, healthcare/community and social services sector requirements, and internal HR policies.
  • Support HR reporting, data analysis, and continuous improvement initiatives.
  • Undertake other duties consistent with the role as assigned by the Reporting Officer.

QUALIFICATIONS

Qualifications, Experience and Competencies

    • Degree in Human Resources or related discipline
    • At least 5 years of relevant Human Resources experience
    • Good analytical and problemsolving skills
    • Strong team player with the ability to work collaboratively across Departments/Centres
    • Strong written and oral communication skills in English
    • Familiarity with Singapore Employment Laws and Regulations
    • Ability to multitask effectively, prioritise competing demands, and manage multiple workstreams concurrently
    • Ability to adapt and perform effectively in an evolving and dynamic environment, including changes arising from digital transformation and organisational initiatives

OTHER INFORMATION

DUTY HOURS

The total work hours is 44 hours per week.

Under normal circumstances the hours of duty will be as follows:

8.30am to 5pm - Monday to Friday (1 hour lunch break)

It will be at the discretion of your Centre/Department in charge or his/her assigned representatives to determine whether you will be required to work any of the unutilised hours according to the operational needs of the Centre/Department and within the legitimacy of the employment laws where applicable.
