Sembcorp Specialised Construction, a wholly-owned subsidiary of Sembcorp Industries, provides design and build services with an in-house multidisciplinary consultancy. Specialising in building, civil engineering, and infrastructure projects, we deliver innovative and efficient solutions to meet the evolving needs of the industry.

Purpose and Scope

Lead HSE enforcement onsite while mentoring junior staff, fulfilling responsibilities as both Workplace Safety and Health Officer (WSHO) and Environmental Control Officer (ECO).

Key Roles & Responsibilities

  • Responsible for planning, implementing and monitoring the worksite's HSE management system
  • Conduct regular HSE inspections and audits to ensure compliance with HSE regulations.
  • Identify potential hazards and recommend corrective actions including the review of risk assessments
  • Advise project management of compliance issues, recommend solutions and assure problems are resolved.
  • Prepare and plan safety induction course for all project personnel.
  • Ensuring the implementation of permit to work systems as accordance to Sembcorp standards.
  • Investigate incidents to determine causes and preventive measures.
  • Provide WSH training and education to employees.
  • Assist in the assessment of safety related supplies/equipment to ensure that supplies and equipment meets the necessary HSE needs.
  • Assist in the evaluation of HSE criteria for new vendors.
  • Drive campaigns and engagement programmes.
  • Maintain records of HSE related documents.
  • Liaise with government authorities and ensure compliance with legal requirements.
  • Promote a culture of safety within the organization.
  • Any other ad-hoc matters assigned by Management

Requirements

  • WSQ Specialist Diploma in Workplace Safety & Health or its equivalent
  • Certificate of Completion for Environmental Control Officer (SCS)
  • Registered WSH Officer with MOM and Registered ECO with NEA
  • Experience in the implementation of ISO 45001 & ISO 14001
  • Proficient with MS Office applications
  • Strong knowledge of WSH & Environmental regulations and best practices
  • Minimum 3 years of HSE experience in built environment with 1 year practice as a WSHO.
  • Excellent analytical and problem-solving skills.
  • Good communication and interpersonal skills.
  • Ability to work independently and as part of a team
  • Due to the sensitive nature of the job scope, only Singaporean will be considered for this position.
