Job Title: Senior HR & Finance Executive
Company Overview:
Visionic Technology is a growing engineering and construction company specialising in ACMV systems, including chilled water piping installation, ducting, and mechanical services for commercial and industrial projects across Singapore.
Role Summary:
This role is responsible for overseeing daily HR operations, payroll administration, and finance coordination to support manpower deployment and compliance requirements across multiple construction project sites
Key Responsibilities:
HR Operations & Workforce Management
- Oversee end-to-end employee lifecycle including recruitment, onboarding, deployment, and offboarding of site and office staff
- Manage foreign worker administration, including Work Permit, S Pass, and EP applications, renewals, and cancellations via MOM systems
- Coordinate dormitory pre-housing arrangements, onboarding centre coordination, medical check-ups, and worker accommodation logistics
- Maintain accurate employee records and ensure compliance with Singapore employment regulations
Payroll & Compliance
- Manage monthly payroll processing including overtime, allowances, and deductions for site workers and staff
- Ensure timely statutory submissions including CPF, SDL, levy, and other regulatory requirements
- Monitor leave records, claims, and attendance tracking
- Support internal and external audits by maintaining proper documentation and reports
Finance Coordination
- Support accounts functions including preparation of invoices, tracking of receivables, and payment coordination
- Liaise with internal teams on project costing, manpower allocation, and expense tracking
- Maintain bookkeeping entries and reconciliation of payroll-related expenses
- Coordinate with external accountants or auditors when required
Operations Support
- Work closely with project managers to ensure timely manpower deployment and documentation for site requirements
- Monitor workforce availability and assist in planning based on project schedules
- Ensure proper documentation for site access, permits, and compliance submissions.
Requirements:
- Bachelor's Degree or equivalent in Human Resource Management, Accounting, Business Administration, Engineering, or related field.
- Minimum 4 years of relevant experience in HR operations and payroll administration
- Experience in construction, engineering, or project-based environment preferred
- Strong knowledge of MOM regulations and foreign worker management
- Familiar with payroll processing and basic accounting functions
- Proficient in Microsoft Excel and HR/administrative systems
- Able to work independently in a fast-paced, project-driven environment
- Willing to travel to project sites when required
- Strong coordination and communication skills
