[What the role is]
The Department plans and carries out the engineering design and development of infrastructure for collection of general waste and disposal of waste treatment residues, and redevelopment of closed landfills. You will be part of the Waste Residues Treatment Branch, in a team which focuses heavily on project management for landfill-related projects to meet Singapore's waste management and sustainability objectives. You will work closely with internal stakeholders within NEA and the Ministry of Sustainability and the Environment (MSE), as well as external stakeholders e.g. other technical agencies, engineering consultancy and construction firms, to ensure the successful delivery of the project(s) from planning and tender stages through to construction and commissioning.
[What you will be working on]
Your scope of work will include, but not be limited to:
- Initiate, plan, execute, monitor, and control projects that are assigned to you
- Prepare and review tender specifications, technical requirements, evaluation criteria and contract documentation
- Propose budget plans, manage project scope, cashflow, schedule, risks, and deliverables throughout the project lifecycle
- Monitor project progress and ensure compliance with technical, contractual, safety and environmental requirements
- Coordinate site investigations, environmental and engineering assessments required for project implementation
- Liaise with internal departments across NEA and MSE to obtain inputs, align requirements and secure necessary approvals for project implementation
- Engage external stakeholders, including government agencies, consultants, and contractors
- Coordinate and manage stakeholder consultations and meetings to resolve technical and operational issues
[What we are looking for]
- Relevant Bachelor's degree in Civil, Electrical, Mechanical or Environmental Engineering
- Physically fit to supervise activities at construction sites and/or Semakau Landfill on ad hoc basis, including taking of ferries
- 5-7 years of relevant working experience in infrastructure project management, construction management, or procurement in large construction projects
- Sound understanding of engineering design, construction practices, and contract administration, spanning disciplines such as building and excavation design, pump systems, concrete batching, and electrical distribution networks
- Familiarity with public sector procurement, especially PSSCOC, and tender evaluation processes
- Ability to analyse complex technical issues and develop practical engineering solutions
- Ability to work independently and collaboratively across multidisciplinary teams (both internal and external stakeholders)
- Strong communication, writing, and presentation skills to senior management
- Ability to think strategically and broadly, while having the attention to detail required for effective project management and execution
- Having prior work experiences at construction site(s) is preferred
