Role Summary:
We are looking for a proactive and reliable Senior Executive / Assistant Manager (Technology) to take ownership of the day-to-day administration of the agency's technology function and to help drive digital transformation. As the key point of contact for all technology matters, you will be responsible for the smooth delivery of technology across the agency and bridge internal stakeholders with external vendors.
This is an administration and management role- not a technical or technology specialist position. We engage external vendors to perform all technical work. Your value lies in defining what the agency needs, commissioning and managing the parties who deliver it, verifying that what is delivered works for staff, and ensuring that the agency's technology estate remains well-governed.
You are not expected to hold deep technical expertise and will not be working alone. A Technology Committee, made up of members with subject-matter expertise, is available as a standing advisory resource -providing technical expertise and judgement. Day-to-day implementation and execution are supported by an Executive.
We are looking for a systems thinker and generalist with sound baseline IT literacy and strong learning aptitude -someone who thrives on managing processes, improving user experience and enabling digital capability in a social service setting.
Key Responsibilities:
- Administer day-to-day IT operations, including user, licence and device administration within the agency's Microsoft 365 environment, escalating configuration and engineering work to vendors
- Oversee the agency's IT support operations from end to end - intake, triage, routing, follow-through and closure - and define and track internal service standards for support response and resolution, in collaboration with vendors
- Implement and administer agency-wide IT policies and procedures, and ensure proper documentation, review and communication to all staff
- Manage vendor contracts, subscriptions and service-level agreements, maintaining a register with renewal dates and notice periods so that renewal decisions are made with sufficient lead time
- Act as primary liaison between staff and external IT vendors for support and escalations
- Monitor vendor performance and intervene when service quality or responsiveness is lacking
- Coordinate technology onboarding and offboarding for all SCC team members, including access provisioning and timely revocation, device issue and recovery, and periodic access reviews, supported by vendors where feasible
- Support the preparation and monitoring of the annual IT budget and ensure cost-effective procurement and service delivery manage IT procurement processes in line with the agency's procurement policy, including requirement specifications, quotation evaluation and approval papers
- Support compliance with PDPA, IT policies, and other relevant data protection measures and policies coordinate periodic risk assessments, security reviews and disaster recovery testing, drawing on vendor and Technology Committee expertise
- Manage asset procurement processes for all technology-related hardware, software, and services, maintain technology asset inventory & manage lifecycle processes and ensure compliance with software licensing terms, renewals and audits
- Manage technology projects end to end as project manager - defining requirements, coordinating vendors and internal stakeholders, running user acceptance testing, and landing the change with users through rollout and post-implementation review
- Serve as secretariat to the Technology Committee, including scheduling, agendas, papers, documentation, follow-up and reporting
- Support digital transformation initiatives by working collaboratively with departments to ensure solutions are accessible, inclusive, and purpose-fit-enhancing service delivery and impact measurement
- Map and improve current-state processes before selecting or commissioning tools and build or support straightforward low-code solutions on the agency's existing platforms (for example SharePoint lists, Power Automate and Power Apps) where appropriate
- Coordinate the annual review and reporting of the agency's IT Work Plan and roadmap
- Strengthen staff digital capabilities through training, onboarding, and maintenance of an internal knowledge base
- Direct, prioritise and quality-assure the work of the Executive providing implementation and execution support to the Technology department
Requirements:
- Diploma or Degree in any discipline. A background in Information Technology, Business Administration, Information Systems or a related field is welcome but not required
- At least 3 years of relevant working experience in administration, operations, project coordination, business analysis, or digital and process improvement. Directly comparable IT administration experience will be viewed favourably but is not a prerequisite
- Baseline IT literacy - confident with Microsoft 365 or an equivalent productivity and collaboration platform, able to grasp basic concepts of accounts and access, devices, networks, cloud services and data protection, and able to follow a technical discussion well enough to ask sensible questions and know when to escalate
- Demonstrated learning aptitude - a track record of picking up unfamiliar systems, tools or subject matter quickly and independently, and a genuine willingness to keep growing IT knowledge in this role
- Strong coordination and project management ability - able to run several concurrent workstreams, hold others to timelines, and close matters out without prompting
- Strong external stakeholder management skills, including the ability to work with outsourced IT vendors, negotiate, and navigate business processes
- Strong communication skills and ability to support both external stakeholders like IT vendors and non-technical staff with empathy and clarity. Able to write clear requirements, procedures and guides
- Detail-oriented, organized, and proactive in managing multiple systems and priorities
- Exposure to IT governance concepts, vendor and contract management, or PDPA compliance is an added advantage
- Experience with process mapping, requirements documentation, user acceptance testing, or low-code tools (Power Automate, Power Apps, SharePoint) is an added advantage
- Familiarity with the social service or non-profit sector is an added advantage
