About Department and Purpose of the Position

The Senior Executive/Assistant Manager, Data Analytics & Procurement plays a key role in driving NUCOHS operational effectiveness, strategic planning and service excellence through the intelligent use of data and robust procurement governance. The incumbent transforms clinical, operational and financial data into actionable insights, develops dashboards and performance reports, supports clinician performance monitoring and research initiatives, and enables evidence-based decisionmaking across the Centre. In parallel, the role ensures that procurement activities are well-planned, compliant, cost-effective and aligned with organisational priorities, supporting the timely delivery of quality goods and services that enable NUCOHS to achieve its clinical, operational and transformation goals.

Key Responsibilities

Data Analytics, Reporting and Dashboarding (50%)

  • Partner clinicians, and operational stakeholders in the collection, management and analysisof clinical, operational and financial data.
  • Design, develop and maintain dashboards, scorecards and reports to support performance monitoring and management decision-making.
  • Perform data mining, trend analysis, benchmarking and forecasting to identify opportunities for operational improvement and resource optimisation.
  • Support clinician performance tracking, research projects, quality improvement initiatives and data submissions through data extraction, validation and analysis.
  • Develop automated reporting and data visualisation solutions to improve reporting efficiency, accessibility and accuracy.
  • Ensure data integrity, governance and consistency across reports, dashboards and databases.

Procurement & Contract Management (50%)

  • Lead end-to-end procurement activities, including sourcing, quotation/tender exercises,vendor evaluation, contract administration, purchase requisitions and purchase orders, ensuring timely and cost-effective procurement outcomes.
  • Work with stakeholders to understand business requirements, provide procurement advice and develop value-for-money sourcing strategies that support organisational objectives.
  • Manage vendor relationships, monitor contract utilisation and supplier performance, and oversee contract renewals to ensure service quality and business continuity.
  • Conduct spend analysis, market benchmarking and demand forecasting to identify opportunities for cost savings, process improvements and resource optimisation.
  • Drive procurement improvement initiatives through data analytics, process review and automation, and prepare procurement reports and insights to support management decision-making.
  • Ensure compliance with NUHS procurement policies, governance requirements and financial procedures, while maintaining proper documentation, audit readiness and effective risk controls.

Any ad-hoc duties assigned by reporting officer or HOD.

Key Requirements

  • Bachelor's degree in data Analytics, Statistics, Business Analytics, Information Systems,Computer Science, Engineering, Supply Chain Management, Operations Management or arelated discipline. Professional certifications in data analytics, business intelligence,
    procurement or process improvement will be advantageous.
  • Minimum 2 years of relevant experience in procurement, preferably in healthcare, publicsector or large corporate environments.
  • Proficient in Microsoft Excel and Power BI (or equivalent data visualisation tools). Experiencein Python and SQL for data analysis, automation and process improvement will be highlypreferred.
  • Strong analytical, problem-solving and stakeholder management skills, with the ability totranslate data into actionable insights.
  • Able to work independently, manage multiple priorities and drive continuous improvementinitiatives.
