Job Purpose

To lead and manage the execution of all Mechanical & Electrical (M&E) works on-site for the underground MRT station project, ensuring safe, high-quality, timely, and cost-effective delivery in line with LTA and authority requirements.

Key Responsibilities

1. Construction Management

• Oversee installation, testing, and commissioning of M&E systems for the station, including:

  • Ventilation and Environmental Control Systems (ECS)

  • Fire protection and detection systems

  • Electrical systems, distribution, and lighting

  • Plumbing, drainage, and pumping systems

  • ELV systems (CCTV, PA, access control, etc.)

• Ensure installation meets design drawings, project specifications, and safety requirements.

• Plan and supervise site works, including manpower, plant, and materials.

• Resolve on-site technical issues and coordinate solutions with design teams and authorities.

2. Coordination & Interfaces

• Coordinate M&E works with civil, structural, architectural, and railway systems to prevent clashes.

• Liaise with subcontractors, suppliers, and specialist contractors.

• Attend site coordination meetings with client, consultants, and authorities.

• Ensure integration of all M&E systems with overall station and railway operations.

3. Quality, Safety & Compliance

• Ensure compliance with WSH regulations, LTA Safety Management Plans, and project-specific safety requirements.

• Implement quality control and inspection processes for M&E works.

• Prepare inspection and test plans (ITPs), witness points, and quality documentation.

• Monitor subcontractor performance and enforce corrective actions when needed.

4. Testing & Commissioning

• Plan, supervise, and coordinate system testing, commissioning, and integrated system trials.

• Ensure smooth handover of systems to the railway operator.

• Prepare as-built drawings, operation & maintenance manuals, and technical documentation for handover.

5. Project Control & Reporting

• Track progress, identify delays, and implement recovery measures.

• Support cost monitoring, claims, and variations related to M&E works.

• Maintain accurate records of site activities, approvals, and project correspondence.

• Report progress, risks, and issues to the M&E Manager / Project Manager.

6. Stakeholder & Authority Engagement

• Interface with LTA, SCDF, PUB, SP Group, and other authorities for site approvals, inspections, and clarifications.

• Respond to queries and coordinate authority inspections on-site.
