Oracle Cloud Infrastructure is seeking an experienced leader to join the Data Center Infrastructure Delivery organization in JAPAC. This team is responsible for delivering state-of-the-art data center facilities at scale, with the resiliency, efficiency, and operational excellence required to support Oracle's enterprise cloud customers and advanced AI infrastructure workloads.
The Data Center Infrastructure Delivery team partners closely with internal stakeholders and external vendors to execute complex infrastructure programs, including data center construction, technical fit-out, network readiness, power and cooling delivery, GPU cluster enablement, and AI infrastructure deployment. The team brings deep expertise in technical program management, construction delivery, data center design, vendor management, risk mitigation, and operational handover.
As a leader in this organization, you will provide strategic and operational direction to a team of Technical Program Managers responsible for delivering large-scale data center construction and infrastructure programs. You will establish delivery frameworks, drive execution discipline, manage cross-functional dependencies, and ensure programs are delivered safely, predictably, and in alignment with Oracle's business priorities.
This is a high-impact role requiring strong leadership, executive communication, technical judgment, and the ability to manage multiple concurrent workstreams across complex data center and cloud infrastructure environments. The ideal candidate will have experience delivering large-scale infrastructure programs, preferably within hyperscale cloud, data center, GPU, high-performance computing, or AI infrastructure environments.
Responsibilities
Leadership and People Management
- Lead, coach, and develop a high-performing team of Technical Program Managers responsible for end-to-end delivery of data center infrastructure programs.
- Set clear goals, manage performance, and create development opportunities for team members.
- Foster a culture of ownership, accountability, inclusion, collaboration, operational excellence, and continuous improvement.
- Build team capability in data center delivery, construction execution, vendor management, GPU infrastructure readiness, and AI infrastructure deployment.
Strategic Program Delivery
- Own delivery oversight for multiple large-scale data center construction, expansion, and infrastructure programs in JAPAC.
- Drive program execution from concept, planning, design coordination, procurement, construction, commissioning, and handover to operations.
- Ensure delivery plans align with OCI growth requirements, GPU capacity demand, AI infrastructure roadmaps, network readiness, power availability, and operational milestones.
- Establish scalable delivery mechanisms, governance models, reporting frameworks, and execution standards.
Data Center, GPU, and AI Infrastructure Execution
- Partner with engineering, design, construction, network, hardware, operations, and capacity planning teams to enable timely delivery of cloud, GPU, and AI infrastructure.
- Support infrastructure readiness for high-density compute environments, including power, cooling, network, and physical deployment requirements.
- Drive alignment across technical workstreams required for AI infrastructure delivery, including data hall readiness, GPU cluster deployment dependencies, and commissioning milestones.
- Anticipate technical and execution risks related to data center construction, high-density infrastructure, network build, and operational handover.
Stakeholder and Vendor Management
- Engage with senior internal stakeholders, external vendors, consultants, contractors, and construction partners to drive successful program outcomes.
- Manage executive-level communications, including program status, risks, mitigation plans, dependencies, and decision requirements.
- Build strong partnerships with cross-functional teams to resolve blockers and maintain delivery momentum.
- Ensure vendors and delivery partners meet Oracle's expectations for quality, safety, schedule, cost, and performance.
Operational Excellence and Risk Management
- Identify, track, and mitigate risks to schedule, budget, quality, safety, and operational readiness.
- Drive consistent program reviews, milestone tracking, escalation management, and decision-making forums.
- Improve delivery processes, tools, reporting, and controls to support repeatable execution at scale.
- Ensure programs are delivered in accordance with Oracle standards, local regulatory requirements, safety expectations, and data center operational requirements.
Required Qualifications
- Significant experience in technical program management, infrastructure delivery, construction management, data center development, or cloud infrastructure programs.
- Experience leading teams responsible for complex, cross-functional delivery programs.
- Strong understanding of data center infrastructure, including construction, power, cooling, networking, commissioning, and operational handover.
- Experience managing vendors, contractors, consultants, and cross-functional internal teams.
- Demonstrated ability to manage large-scale programs with multiple stakeholders, dependencies, risks, and executive-level visibility.
- Strong communication, problem-solving, negotiation, and stakeholder management skills.
- Ability to operate effectively in a fast-paced, ambiguous, and high-growth environment.
- Experience working in broader APAC data center markets is preferred.
Preferred Qualifications
- Experience with hyperscale cloud infrastructure, GPU infrastructure, AI/ML infrastructure, high-performance computing environments, or high-density data center deployments.
- Familiarity with data center power and cooling requirements for GPU or AI workloads.
- Experience delivering large capital infrastructure programs across construction, network, hardware deployment, and operational readiness.
- Knowledge of JAPAC data center market dynamics, regulatory considerations, sustainability requirements, and vendor ecosystem.
- Experience working with global engineering, construction, procurement, finance, and operations teams.
- PMP, PgMP, PRINCE2, engineering, construction management, or related certifications are a plus.
