Senior Director, Development - APAC:

Our purpose at CloudHQ is to provide flexible, efficient, and resilient data center solutions to businesses of all sizes. Our growing organization was founded by the pioneer of data center REITs. CloudHQ has state-of-the-art data center sites located on two Northern Virginia campuses, as well as London, Frankfurt, Paris, Milan, So Paulo, Japan and Thailand and we anticipate exponential growth over the next several years in the US, EMEA and Asia. Our company's reach is expanded through our affiliate companies Cloud Capital, Dalian Development, WindHQ and EnergyHQ.

The Director of Development will be responsible for professionally representing CloudHQ's Development team across multiple functions within the organization as well as outside of the company. This role will be the primary local point of contact and communication for upfront development activities including acquisition support, liaison with local stakeholders, local authorities, and varying acquisition partners. This position requires a proven leader who can successfully engage internal CloudHQ teams to deliver quickly and efficiently to meet the deadlines of the acquisition processes.

Reporting directly to VP, Development and Construction and EVP, APAC Managing Director, this role will support and ensure the APAC business goals and objectives are achieved and ensure consistency and alignment with global development and construction policy and standards.

Principal Duties And Responsibilities

Strategic & Regional Leadership

  • Serve as a strategic partner to EVP, APAC MD and VP Development and Construction, providing consultation and recommendations on the local market.
  • Establish and lead CloudHQ's development presence in APAC, tailoring global standards to local conditions while maintaining strategic alignment.
  • Act as the primary senior representative in-region for development initiatives, serving as a trusted advisor to both global leadership and local stakeholders.
  • Provide market intelligence to inform APAC investment and development decisions, including competitive analysis, risk assessment, and regulatory updates.
  • Champion CloudHQ's core values and nurture a culture of safety, sustainability, quality, and innovation across all projects.

Site Acquisition & Due Diligence

  • Support in formulating and executing land acquisition strategy and negotiations, and due diligence processes.
  • Manage external consultants and ensure compliance with APAC-specific legal, zoning, and environmental requirements.
  • Assess project feasibility including utilities availability, permitting viability, and community considerations.
  • Identify and mitigate early-stage development risks to protect CloudHQ's commercial position.

Design & Pre-Construction

  • Oversee design management from site acquisition through construction documentation, ensuring alignment with global technical standards and constructability considerations.
  • Collaborate with in-region and global design teams to ensure consistency across the portfolio while accounting for APAC-specific engineering practices, materials, and climate factors.
  • Direct pre-construction programming, including scope definition, cost planning, schedule development, and procurement strategies.
  • Build and manage relationships with architects, engineers, contractors, and vendors to secure competitive and high-quality project execution.

Permitting, Approvals & Stakeholder Management

  • Lead all entitlement, permitting, zoning, and environmental approval processes; serve as the primary liaison with governmental authorities.
  • Coordinate infrastructure procurement (power, water, fiber) in close collaboration with CloudHQ's utilities teams, securing service agreements and capacity reservations.
  • Support as needed to represent CloudHQ with adjacent property owners, neighborhood groups, and community stakeholders to support project success.

Construction Delivery & Handover

  • Until a dedicated in-region construction team is fully established, lead construction management oversight in coordination with the APAC Construction and Project Controls teams.
  • Oversee site activities, monitor scope, schedule, and budget performance, and report on project progress to internal leadership, investors, and tenants.
  • Support and monitor installation and commissioning of critical systems, ensuring compliance with project specifications and operational readiness.

Operational Excellence

  • Implement CloudHQ's EHS programs and enforce rigorous safety standards across all project phases.
  • Use data-driven project controls to manage cost, schedule, and risk mitigation strategies.
  • Drive consistency of best practices across APAC projects, ensuring repeatable success and process excellence.

Requirements

JOB QUALIFICATIONS

Education

  • Bachelor's degree in Real Estate Development, Engineering, Architecture, Construction Management, or a related discipline. Equivalent experience will be considered.

Experience

  • 10+ years of experience in large-scale commercial, mission-critical, high-tech, or industrial real estate development.
  • In-country APAC knowledge with proven track record of delivering complex projects in multiple regional markets.
  • Data center development experience is highly preferred; equivalent mission-critical infrastructure (pharma, semiconductor, etc.) also considered.

Preferred Languages

  • Business proficiency in English and at least one major APAC market language (e.g., Japanese, Korean, Mandarin). Additional languages are advantageous.

Required Knowledge, Skills, & Abilities

  • Deep understanding of APAC construction markets, regulatory frameworks, and procurement practices.
  • Strong project leadership skills, from strategic planning through site delivery.
  • Skilled communicator with ability to engage effectively with investors, customers, partners, and governmental authorities.
  • Proven ability to manage multiple concurrent projects and drive results in complex, cross-cultural environments.
  • Entrepreneurial and comfortable operating in fast-paced, high-growth environments.
  • Proficient in MS Office, scheduling/programming software, and project management tools.
  • Willingness to travel extensively throughout APAC and internationally (to global HQs, partner sites, and conferences).
